SUMMARY OF THE PROJECT
 
The DFAT-funded Knowledge Partnership Platform (KONEKSI) is Australia’s flagship program in the Indonesia knowledge and innovation sector. KONEKSI’s goal is to achieve an enduring relationship between Indonesia and Australia that advances mutual interest and supports Indonesia’s inclusive and sustainable development. The purpose of the program is to increase the use of knowledge-based solutions for inclusive and sustainable policies and technologies. This purpose positions KONEKSI as a vehicle to produce knowledge on complex socio-economic problems, where effective solutions are often beyond a unique sector or category of stakeholders. It will support both the knowledge to policy cycle (K2P) and the knowledge to innovation cycle (K2I), in a complementary and synergistic way. KONEKSI will focus on two End of Investment Outcomes (EOIOs):
 

  1. Australian and Indonesian organisations have increased collaboration and mutual understanding through knowledge partnerships; and
  2. Innovative solutions for inclusive and sustainable policies and technologies are generated by knowledge partnerships.

 
SUMMARY OF THE POSITION
 
KONEKSI is seeking a qualified organization/firm to provide service for Policy Uptake Case Studies
 
The objective of this work is as follows:
Identify lessons to improve uptake of research in policy development and implementation, drawing on a detailed understanding of researcher and government engagement
 
Working closely with KONEKSI, the organisation will apply appropriate qualitative and participatory research methods to explore the what happened in the process of research engagement, how and why research uptake occurred (or in some cases why it did not occur), and what we can learn from these patterns– including what KONEKSI can do differently to better foster impactful research collaboration.

KEY RESPONSIBILITIES
 

  • Identify lessons to improve uptake of research in policy development and implementation, drawing on a detailed understanding of researcher and government engagement.
  • Selection of case studies, documentation of selection process and development of a research plan.
  • Data collection in Bahasa Indonesian and English.
  • Analysis of collected data and synthesis into a structured report.

 
JOB REQUIREMENTS
 

  • Demonstrated expertise in case study research and research-to-policy analysis.
  • Experience planning and delivering high quality qualitative research and/or evaluation studies.
  • Demonstrated understanding of Indonesia’s contemporary policy landscape is essential, including liaising and working with Government of Indonesia officials.
  • Familiarity with environment and climate change policies preferred.
  • Capacity to conduct interviews in both English and Indonesian essential.
  • Strong demonstrated analytical and reporting skills in English essential.
  • Familiarity with the Indonesian knowledge sector and exposure to Australian university sector preferred.

Interested organisations are required to submit a comprehensive proposal containing the following information:
 

  • Company profile, including relevant experience in developing case studies report and
  • analysis in partnerships or collaboration theme.
  • Team composition with CVs of proposed team members
  • Proposed approach to selecting cases, collecting and analysing data, developing case studies, and reporti
  • Sample/s of prior work at least one example of each of the following (may be anonymised) :
  • interview transcript, case studies report, or presentation or synthesis product for policy or
  • program audiences.
  • Detailed budget breakdown, including any applicable taxes.
  • Proposed timeline over 14 weeks activities, broadly following the phases of activity outlined in the TOR.
