Independent Review of System Strengthening in basic education in Timor-Leste

BACKGROUND
The Australia Timor-Leste Partnership for Human Development (PHD) is a 10-year program (2016-2026) funded by the Government of Australia and implemented by Abt Global. PHD focuses on strengthening government systems to support Timor-Leste to deliver higher quality primary healthcare and basic education and to advance disability inclusion and gender equality.
PHD is strengthening Timor-Leste’s basic education systems at the national and municipal levels in collaboration with the Ministry of Education (MoE), working intensively with 12 municipalities and RAEOA to deliver higher-quality and more inclusive basic education. Our focus is on strengthening systems to improve teachers’ knowledge and skills in inclusive, student-centred teaching, aligned with Timor-Leste’s basic education curriculum. We are also facilitating initiatives to address gender inequality, gender-based violence and inclusion of children with disabilities aligned to MoE commitments and frameworks.
The ‘Apoiu Lideransa Liuhusi Mentoria no Aprendizajen’ (ALMA or Supporting Leadership through Mentoring and Learning) program is the Government of Australia’s most significant investment in basic (primary education) in Timor-Leste and is implemented nationwide in all municipalities and RAEOA and aims to build school leadership and teachers’ capacity to improve teaching practices and student learning in grade one to six.
The Assignment
The purpose of the review is to independently assess progress in efforts to strengthen basic education through ALMA and is part of a series of evaluations, analytical exercises, and reviews to inform the overarching end of facility evaluation and the next phase of Australia’s support to education in Timor-Leste. The review will assess progress towards basic education focused end of program outcomes (EOPOs), targeting system and capacity strengthening.
The purpose of the proposed evaluation is threefold:

Identify and assess the contribution of the program towards strengthening basic education systems

Consider changes in MoE capacity at the national and municipal level.
- Assess what works well and what works less well in strengthening MoE’s capacity to manage and deliver quality basic education services.
