About TSSP Phase 3
The PNG–Australia Transport Sector Support Program Phase 3 (TSSP3) is a critical, high-priority Australian investment that stands to make a major contribution to PNG development outcomes.
Working closely with the Government of PNG (GoPNG), TSSP3 will build on the significant body of achievements, lessons, and relationships from the past 17 years of operation and will continue to contribute to the achievement of the overarching goal of:
‘A more effective, efficient, and inclusive transport system, enabling the economic and social development of PNG.’
Gender Equity, Disability Equity, and Social Inclusion (GEDSI) and Social and Environmental Safeguards, Locally Led Development (LLD), Climate Change and Disaster Resilience (CCDR) and Monitoring, Evaluation, Research, Learning and Adapting (MERLA) are a key focus for the program and are integrated into all of TSSP3’s activities and operations.
This phase of TSSP3 will run from November 2023 to November 2028.
About the Role
The Contracts and Procurement Specialist (C&PS) will support all TSSP3 activity teams in the provision of high-quality procurement and contract management services that comply with Australian Government procurement rules and deliver value for money for DFAT.
The C&PS will assist the Contracts and Procurement Manager in undertaking procurements for Partnership Support Plan (PSP) activities. TSSP3 is currently setting up PSPs with various GoPNG departments and agencies in the transport sector specifically those in the roads, aviation and maritime sub-sectors.
About you
Selection Criteria:
- A finance, procurement, or construction tertiary qualification or other equivalent experience or professional qualification relevant to the field
- A minimum 10 years’ procurement and contracting experience, ideally including experience in developing country contexts preferably PNG or the Pacific
- Supervisory experience, preferably in a cross-cultural context
- Experience procuring goods, works and services in the infrastructure, roads, maritime and aviation sectors, ideally in a developing country context
- Experience and understanding of contract management
- Excellent written and verbal communication skills in the English language
- Strong ICT skills, including strong knowledge and understanding of Microsoft Project
- Strong organisational skills and the ability to manage multiple tasks and meet agreed timelines
- In-depth knowledge of project management systems, documents and international construction industry practices, ideally including knowledge of the Australia’s Commonwealth Procurement Rules
- Knowledge and / or experience of applying GEDSI and safeguards principles
