We are seeking a Labour Mobility (LM) English Advisor, Timor Leste for the Pacific Labour Mobility Support Program (PLMSP) in consultation with the labour sending unit (LSU), will be responsible for developing and implementing a program of assistance to the Government of Timor Leste, through the the National Directorate of Foreign Employment (DNEE) to ensure that candidates in the Work Ready Pool are prepared for work and life in Australia on the PALM scheme in line with Timor Leste’s priorities.

This is short-term opportunity, with up to 90 days of LOE between April and July 2025.

About Pacific Labour Mobility Support Program   

The Pacific Australia Labour Mobility (PALM) scheme is a signature initiative for the Australian Government that enables workers from 9 Pacific Island Countries (PICs) and Timor- Leste to work in priority sectors in Australia. The Pacific Labour Mobility Support Program’s (PLMSP) role is to provide the Department of Foreign Affairs and Trade (DFAT) and governments in 9 PICs and Timor-Leste with support to enable workers to access PALM scheme in inclusive ways that maximise the benefits for the workers and national economies while minimising risks from labour mobility participation. Palladium is contracted to deliver PLMSP on behalf of DFAT.  

Timor Leste Scale Up

Prime Minister Anthony Albanese and Timor-Leste Prime Minister Xanana Gusmão released a joint statement on 21 December 2024 announcing bilateral funding of nearly A$50m (A$48.6m) for the Timor-Leste-Australia Labour Mobility and Skills Partnership, to equip Timorese workers with job-ready skills and provide them with more employment opportunities. The Partnership will help contribute to long term economic growth for Timor Leste and will assist the country to achieve its target of 10,000 workers in the PALM scheme by 2027-28.

The primary responsibilities of the advisor can be broadly described as follows:

  • Consultations with the Timor Leste Government, PLMSP, DFAT and other key stakeholders to ascertain the English language development priorities in relation to preparing candidates for work and life in Australia on the PALM Scheme.
  • Working closely with the Timor-Leste Skills for Labour Mobility Adviser, develop a Timor-Leste skills development for labour mobility plan.
  • In consultation with relevant stakeholders including PALM Approved Employers, undertake an English language learning needs analysis and develop a report to inform the plan. 
  • As guided by the PLMSP Engagement Manager (EM) and Program Manager (PM)- Timor Leste, consult with relevant in country training providers and undertake a thorough review of available English language training suitable for labour mobility preparation.
  • In consultation with the Skills for Labour Mobility Advisor, PLMSP EM and PM, State Secretariate for Vocational Training and Employment (SEFOPE) and other relevant stakeholders, provide a concept for a scalable “model training centre” that can be replicated in remote municipalities (central community hub for training offering multiple courses/modalities). 
  • In consultation with the Skills for Labour Mobility Advisor, PLMSP EM,RM and Senor Manager, Workers and Family Preparedness, SEFOPE and other relevant stakeholders, provide a report to inform the draft plan to outline a sustainable approach to skills development for candidate preparation for the PALM Scheme.

We are seeking an individual who:  

  • Minimum 10 years experience in Teaching English to Speakers of Other Languages (TESOL) and at least 5 years in an international development context or similar.
  • Relevant educational qualifications, as well as experience in international development and project management.  
  • Proven ability to develop and present comprehensive reports and strategic plans to government stakeholders and partner organizations.
  • Experience in the design, development, review and improvement of TESOL programs or similar.
  • Experience undertaking training needs analysis and providing reports of recommendations to improve training resources and facilities to international standard.
  • Demonstrated understanding of the Pacific Australia Labour Mobility (PALM) scheme, including priority sectors and its relevance to Australian Government priorities, including broader skills investments.
  • Experience working with development initiatives in the Pacific, with a strong understanding of Gender, Equality, Disability & Social Inclusion (GEDSI) and localisation concepts and issues.  
  • A demonstrated ability to build respectful, productive and sustainable working relationships with a variety of stakeholders in Australia, the Pacific and Timor Leste (including partner government, civil society and the private sector) and working together to achieve results. 
  • Demonstrated ability to work autonomously with limited supervision, to work to deadlines, and to balance competing priorities.  
  • High level proficiency in Microsoft suite, web browsers, Meeting and communication applications and experience with various Leaning Management Systems and platforms.  
  • Tetum language an advantage
