Program Background
The Incentive Fund is a flagship program for the Australian Government that has delivered critical infrastructure to under-served communities across Papua New Guinea (PNG).
The Incentive Fund 5, which will commence in July 2023 and run for an initial four years, represents the next phase of Australia’s long-term investment in essential social and economic infrastructure in PNG, through a mechanism that has established its development effectiveness over two decades of operations. As with previous phases, the Incentive Fund 5 will deliver a competitive and high-quality grant finance mechanism that provides an incentive for communities to engage more purposefully and effectively in development.
The Incentive Fund Phase 5 will build on the success of earlier phases, and will also pilot new, innovative infrastructure delivery approaches, based on learning and evidence. The new phase will also scale up its gender, disability and social inclusion ambition; will deploy a more explicit capacity strengthening focus, with dedicated resources that are tailored to Incentive Fund partner organisations; and deliver a substantive public diplomacy strategy that enhances Australia’s reputation as a partner of choice in PNG.
The governance arrangements for the program include the Incentive Fund Board, which will provide strategic leadership and direction to IF5, particularly proposal assessment and awarding of grants. The Board consists of senior executive representatives from DFAT and the Government of PNG, as well as independent members from across business, government and civil society.

The Role
The Infrastructure Management Lead will be responsible for the overall coordination, management and oversight of grant activities funded and delivered through IF5. This will include input to scoping, the development of design documentation, request for tenders, tender evaluation assessment and reporting, management of design consultants, and supervision of construction contracts through to completion.
The Infrastructure Management Lead will work collaboratively with the IF5 Leadership Team in order to manage risk and ensure effective service delivery for the program.
Responsibilities include but are not limited to the following:
Core Technical Role
Project Management
• Ensure appropriate design, procurement and implementation systems are in- place and followed, consistent with DT Global’s corporate requirements (including DT Global’s risk management and WH&S requirements) and Australian Government requirements
• Manage the overall delivery of all project design and implementation under Incentive Fund 5.
Planning and design
• Lead an integrated infrastructure management team in the successful delivery of the design and construction process through proactive interaction with the partner organisations and key project stakeholders.
• Support the assessment of partner organisation project management capability, along with the ability of IF5 to provide necessary support
• Support partner organisations to consider infrastructure service needs, ensuring community consultation and user input, particularly from women and people with disability.
• Support partner organisations to conduct infrastructure planning and design thinking to consider climate change, inclusive access, optimal site locations, and whole-of-life assets costs including maintenance budgets / resources, transport and utilities.
• Work with partner organisations to ensure project design briefs are comprehensive, suitable, and high quality, and appropriate for the project;
• Review design solutions and provide advice on implications to program, budget and quality of outcomes and review and recommend approval of each design stage
• Liaise with the Incentive Fund MERLA team to ensure MERLA requirements are reflected in program implementation and reporting
• Collaborate with the Inclusion team to ensure GEDSI requirements are reflected in all aspects of the projects from design through to completion

Selection Criteria
Qualifications
• Project/Design/Construction Management qualifications, or other related qualifications
Essential experience and knowledge
• Minimum of ten years’ project management experience in infrastructure projects in the Pacific
• Demonstrated ability to manage design deliverables for infrastructure projects in the construction industry
• Proven design management experience in the construction sector, including providing support to personnel from varied professional, cultural and language backgrounds
• Experience and knowledge of the entire project management and procurement cycle, particularly in the preparation of infrastructure tenders, services implementation, coordination and commissioning
• In-depth knowledge of project management systems, documents and international construction industry practices, ideally including knowledge of the Australian Commonwealth Procurement Rules
• Understanding and experience in applying the Australian Standards, Building Code of Australia and PNG Building Code
• Knowledge and / or experience of applying GEDSI and safeguards principles
