SUMMARY OF THE PROJECT
The DFAT-funded Knowledge Partnership Platform (KONEKSI) is Australia's flagship program in the Indonesian knowledge and innovation sector. KONEKSI aims to achieve an enduring relationship between Indonesia and Australia that advances mutual interest and supports Indonesia's inclusive and sustainable development. KONEKSI seeks to improve the use of knowledge-based solutions for inclusive and sustainable policies and technologies. This purpose positions KONEKSI as a vehicle to produce knowledge on complex socio-economic problems, where effective solutions are often beyond a unique sector or category of stakeholders. The knowledge produced through KONEKSI will feed into current GoA-supported initiatives in Indonesia. It will reflect new emerging agendas/priorities that become relevant for bilateral cooperation in the future. It will support both the knowledge-to-policy cycle (K2P) and the knowledge-to-innovation cycle (K2I) in a complementary and synergistic way. KONEKSI will focus on two End of Investment Outcomes (EOIOs):

  1. Australian and Indonesian organisations have increased collaboration and mutual understanding through knowledge partnerships; and
  2. Innovative solutions for inclusive and sustainable policies and technologies are generated by knowledge partnerships.

SUMMARY OF THE POSITION
Under the direction of the Head of Partnerships Management, the Senior Partnerships Manager will oversee the full lifecycle of multiple calls for proposals and oversee the implementation of collaborative research grants. This includes managing the preparation and execution of calls (including joint calls), ensuring a transparent and efficient process, and aligning research activities with program milestones.
 
The Senior Partnerships Manager will play a key role in in building and managing partnerships with a consortium of Australian and Indonesian research institutions, ensuring research excellence and policy or technology impact. They will negotiate grant terms, oversee disbursement, and manage project extensions and completions while maintaining process integrity.
 
Beyond grant implementation management, they will support the Head of Partnerships Management in developing new partnerships opportunities by engaging with strategic partners and coordinating efforts across teams. Additionally, they will produce analytical briefings, track proposal and progress data, monitor deliverables, and identify areas requiring technical assistance and partnership brokering.
 
A key aspect of this role involves managing a knowledge and partnerships hub and overseeing regional focal points within the KONEKSI network to strengthen collaboration and research impact. The Senior Program Manager will support the Head of Partnerships Management in fostering the culture of community within the research network.
 
KEY RESPONSIBILITIES
Lead the roll out of KONEKSI calls to proposals

  • Oversee multiple calls for proposals and collaborative research grants throughout the project’s duration.
  • Ensure the timely launch, transparent selection, and integrity of the process.
  • Work closely with Planning, Performance, and Learning and Grants units to ensure grant agreements align with research milestones and financial disbursement are managed efficiently.

Manage partnerships and collaborative research projects

  • Oversee partnerships with and within consortiums of Australian and Indonesian research institutions, ensuring alignment with strategic objectives.
  • Review grant deliverables for quality, compliance, inclusivity, and impact.
  • Produce analytical briefings, assess proposal and progress data, monitor deliverables, and identify areas requiring technical assistance or partnerships brokering.
  • Collaborate with Gender Equality, Disability, and Social Inclusion (GEDSI) team to ensure the integration of GEDSI principles into all grant processes
  • Work with the Stakeholder Engagement team to strengthen the knowledge-to-policy and knowledge-to-innovation pathways.

Facilitate technical assistance and support the Knowledge and Partnerships hub

  • Lead the coordination of technical assistance as required by the KONEKSI workplans and advisory committees
  • Play a key role in the management of the Knowledge and Partnerships hub to foster collaboration and knowledge-sharing.
  • Oversee the regional KONEKSI network focal points to enhance partnerships and research impact.

JOB REQUIREMENTS

  • Minimum 5 years of experience in senior level roles within complex work environments.
  • Advanced degree in a relevant discipline.
  • Proven experience with research and innovation projects in Indonesia.
  • Demonstrated expertise in managing high-volume, complex research grants involving Indonesian and Australian partners.
  • Strong interpersonal communication skills, with the ability to engage effectively with government and universities.
  • Proven leadership skills, with experience of managing a team of technical professionals including performance management.
  • Commitment to Gender Equality, Disability, and Social Inclusion principles and ability to communicate and liaise effectively with a diverse set of individuals and institutions.
  • Fluency in English and Bahasa Indonesia
