Program Background

Pacific Women Lead (PWL) is a five-year (2021-2026) AUD$170 million regional gender equality program funded by the Australian Government. As suggested by the program title, Pacific women lead the program, define the problems, identify solutions, and drive strategy through a Governance Board of eminent Pacific women and men with strong and diverse membership from across the region. 

The goal of PWL is: Pacific women and girls, in all their diversity to be safe and equitably share in resources, opportunities and decision-making with men and boys.

Implementation of the program is through complementary partnerships with SPC, targeted Pacific women-led civil society organisations, including Pacific Women’s Funds, Governance Board discretionary funds and the Australian Department of Foreign Affairs and Trade (DFAT) bilateral and regional gender projects (including projects with Pacific civil-society, International Non-Governmental Organisations (INGOs) and United Nations (UN) agencies). 

The Government of Australia, through Australia’s Palau Gender Equality Country Plan is funding a small research or contextual analysis on a topic which would benefit stakeholders, government partners, duty bearers and civil society. The contextualized and locally led research or analysis will contribute to enhanced knowledge and understanding of gender inequalities in Palau, build evidence, support culturally and gender sensitive policies and provide contextual awareness on interventions that can help Palau to meet national, regional and global development objectives, including the impending Micronesia Gender Equality Framework, the Sustainable Development Goals and the Convention on the Elimination of All Forms of Discrimination against Women.

The Role

The research Consultant will produce a small research or analytical piece which:

  • Assesses the impact of the traditional role of women and how this supports or otherwise their aspirations for leadership in political, business or community life;
  • Enhances knowledge and understanding of gender equalities/inequalities in Palau and informs advocacy for change; and 
  • Builds evidence and supports the implementation of gender-transformative policies and programs that better reflect complexities and paradoxes of Palauan culture and traditions.

The consultant is invited to select a topic from the list of suggested topics in the Terms of Reference, and develop a proposed research methodology and budget, for the assignment.

About You

  • Possess a qualification in sociology, gender studies or social sciences.
  • Experience in qualitative and quantitative research, data analysis, and reporting on findings.
  • Experience conducting similar research in Palau or the Pacific.
  • A knowledge of Palau custom, culture, and/or language/s.
