Program Background


The Governments of Indonesia and Australia have entered into the Indonesia-Australia Comprehensive Economic Partnership Agreement (IA-CEPA), creating a framework to unlock the vast potential of the bilateral economic relationship. To support this ambition, the IA-CEPA includes a new program – Katalis. Katalis’ goal is to maximise the benefits of IA-CEPA, support trade and investment, improve market access, and promote inclusive economic growth in Indonesia. The primary objective is to ensure the efficient and effective implementation of IA-CEPA to increase two-way trade and investment that is broad based and inclusive. 
Through a “Collaborative Hub”, Katalis will leverage existing Australian investments in Indonesia by working in partnership with other DFAT Programs, whole of government partners such as Austrade, and other sectoral partners, to deliver new activities. 
Katalis combines sound trade and development practice by supporting Indonesia to maximise the benefits of IA-CEPA, addressing regulatory challenges (through technical assistance), while resourcing innovative industry engagement in sectors of mutual interest, such as in agriculture; and by investing in standards, skills and business sector development in new areas (such as digital services and advanced manufacturing).

The Role


The Indonesia-Australia Comprehensive Economic Partnership Agreement Economic Cooperation Program (IA-CEPA ECP) Katalis - Monitoring, Evaluation and Learning (MEL) Adviser will work across Katalis’ Breakthrough Areas to support the Katalis Director, leading the program’s MEL, supporting areas of Communications and Management, and engaging with GoI and GoA stakeholders, especially DFAT and Bappenas.    The MEL Adviser will take the lead role in drafting the program’s Completion Report for Phase 1.  In doing so, s/he will work closely with Katalis staff to deliver the final report in a timely fashion.   The MEL Adviser will also work with other Katalis staff to deliver targeted evaluations of Katalis activities and other MEL work as guided by the Katalis Director.     
In addition to these formal responsibilities, the MEL Adviser will be required to comply with all DFAT and DT Global policies, including Child Protection Procedures, and Prevention of Sexual Exploitation, Abuse, and Harassment (SEAH) Procedures.

About You
It is expected that the successful candidate will possess the following:

  • Strong skills in authoring influential reports, presentations using data sets and charts, infographics, and other communication materials involving analysis and communication.
  • Postgraduate degree or similar experience in economics, trade, performance, knowledge management and/or organisational leadership.
  • 15+ years of experience working in economics, trade, aid and development, and/or partnerships.
  • Experience in strategic planning, communication, organisational performance, and government and stakeholder relations. 
  • Excellent understanding of Australian government and ability to develop good rapport with senior officials.
  • Strong leadership skills and demonstrated ability to lead program teams and manage program risks. 
  • Outstanding verbal communication and interpersonal skills.


Remuneration
The remuneration will be set according to the successful candidates’ relevant skills and experience. This position is open for National Indonesian and International applicants.
