Project Overview:

The Pacific Australia Labour Mobility (PALM) scheme is a signature initiative for the Australian Government that enables workers from 9 Pacific Island Countries (PICs) and Timor-Leste to work in priority sectors in Australia. The Pacific Labour Mobility Support Program’s (PLMSP) role is to provide the Department of Foreign Affairs and Trade (DFAT) and governments in 9 PICs and Timor-Leste with support to enable workers to access the PALM scheme in inclusive ways that maximise the benefits for the workers and national economies while minimising risks from labour mobility participation. Palladium is contracted to deliver PLMSP on behalf of DFAT.  

Role Overview:

The Labour Mobility Engagement Manager (EM) in Kiribati will be the key convener of PLMSP support to the Government of Kiribati, other identified stakeholders and the primary PLMSP counterpart for DFAT post.

This is a fixed term opportunity required till September 2028 with possibility of extension.  

Description

Primary Duties and Responsibilities:

The Labour Mobility Engagement Manager - Kiribati will:

  • Lead and coordinate PLMSP country strategy, activities, and budgets in collaboration with their Regional Manager, Overseas Employment Unit (OEU) and key stakeholders.

  • Support and work in partnership with the Overseas Employment Unit (OEU) management and coordinate with domestic, regional, and international partners to achieve labour mobility objectives.

  • Serve as the knowledge leader for PALM priorities, providing regular reporting to DFAT, PLMSP, and the Overseas Employment Unit (OEU).

  • Identify, report, and mitigate risks related to labour mobility programming, maintaining a risk register and developing mitigation strategies.

  • Facilitate design and delivery of DFAT PALM priorities, pilots, and special projects, obtaining feedback from sending countries.

  • Manage steering committee activities, regular reporting, budget management, and DFAT post engagement, ensuring compliance with PLMSP policies.

  • Develop and implement assistance programs for partner countries, focusing on long-term sustainability and aligning with PLMSP, DPP, and country strategy priorities.

  • The role will collaborate with other LM programs and initiatives in country to ensure cohesive and collaborative planning and programming.

Required Qualifications:

Successful candidate will possess the following qualifications and experience: 
 

  • Tertiary qualifications in a relevant discipline or equivalent experience and/or education.
  • Minimum 5 years in similar program support or management roles.
  • Excellent skills in motivating and collaborating with partners in various work environments.
  • Ability to build and maintain productive relationships with diverse stakeholders.
  • Advanced written and verbal communication skills.
  • Excellent organizational and project management skills, with the ability to work independently and prioritize tasks.
  • Have experience working in the Pacific and Timor Leste and understand the operating context in Kiribati.
