Project Overview:

The Pacific Australia Labour Mobility (PALM) scheme is a signature initiative for the Australian Government that enables workers from 9 Pacific Island Countries (PICs) and Timor-Leste to work in priority sectors in Australia. The Pacific Labour Mobility Support Program’s (PLMSP) role is to provide the Department of Foreign Affairs and Trade (DFAT) and governments in 9 PICs and Timor-Leste with support to enable workers to access the PALM scheme in inclusive ways that maximise the benefits for the workers and national economies while minimising risks from labour mobility participation. Palladium is contracted to deliver PLMSP on behalf of DFAT.   

Role Overview:

The Labour Mobility Program Manager (PM) in Papua New Guinea will work closely with the Regional Manager in implementing the PLMSP country and operational priorities . They will support Labour Mobility Unit's (LMU) engagement with Australian employers and provide operational support in key areas, including welfare, communication, reintegration, recruitment, and pre-departure briefings specific to the PNG context.

This is a two year fixed term opportunity with possibility of extension.   

Description

Primary Duties and Responsibilities:

The Program Manager - PNG will:

  • Support the LMU to review and update standard operating processes, ensure coordination with key stakeholders, and support worker mobilization and briefings.

  • Provide leadership to Pre-Departure Briefing (PDB) trainers, ensure relevance and timeliness of briefings, and support development of PDB resources.

  • Collaborate with PLMSP colleagues and the LMU to develop reintegration policy and initiatives in collaboration with LSU, leveraging connections with DFAT-funded programs and networks.

  • Support LMU staff in responding to worker welfare issues, develop welfare policies, and participate in welfare community of practice.

  • Provide mentoring and capacity-building initiatives for LMU staff, and coordinate activities and tools to support the LMU team.

  • Support LMU and IRD officers in implementing and utilizing the IRD, navigate operational roadblocks, and provide training.

  • Maintain stakeholder relationships, lead internal initiatives, provide training, and promote an equitable, diverse, and inclusive work environment.

  • Work with the LMU to support and strengthen the engagement of the regional recruitment hubs and ensure that there is cross learning and continuous engagement.  

  • Collaborate with LMU to support and develop reintegration policy and initiatives, leveraging connections with DFAT-funded programs and other programs and networks.

Required Qualifications:

Successful candidate will possess the following qualifications and experience: 

  • Tertiary qualifications in a relevant discipline or equivalent experience and/or education.

  • 3-5 years in similar project support or management roles.

  • Excellent written and oral communications skills, with proficiency in Word, Excel, PowerPoint, and web browsers.

  • Advanced research and analytical skills.

  • Strong financial and commercial skills, including expertise in Excel.

  • Demonstrated ability to manage relationships across teams and with external stakeholders.

  • Ability to work independently and exercise sound judgement.

  • Highly developed organisational skills, agility, ability to balance multiple tasks, and work well under pressure.
