About Pacific Labour Mobility Support Program   

The Pacific Australia Labour Mobility (PALM) scheme is a signature initiative for the Australian Government that enables workers from 9 Pacific Island Countries (PICs) and Timor- Leste to work in priority sectors in Australia. The Pacific Labour Mobility Support Program’s (PLMSP) role is to provide the Department of Foreign Affairs and Trade (DFAT) and governments in 9 PICs and Timor-Leste with support to enable workers to access PALM scheme in inclusive ways that maximise the benefits for the workers and national economies while minimising risks from labour mobility participation. Palladium is contracted to deliver PLMSP on behalf of DFAT.  

This is a rare opportunity to join a Human Resources team that supports a diverse workforce across 13 countries to create sustained positive impact. This role supports the full employee lifecycle from recruitment, onboarding, performance management, development through to offboarding.

The Pacific Labour Mobility Support Program runs through to September 2028. This is a fixed term opportunity in line with the program duration.  

Description

The Human Resources Officer will be responsible for: ​

  • Support the administration of the end-to-end recruitment process including undertaking due diligence checks for selected candidates and ensuring all staff fulfil DFAT and Palladium compliance requirements.
  • Support the quality and compliance of staff on-boarding, staff performance management, leave management, compensation and benefit arrangement (insurance, etc) and off-boarding processes.
  • Prepare contracts of employment in line with compliance needs of each point of hire (Australia, the Pacific and Timor Leste).  
  • Administer the probation review processes and the annual performance review processes – regularly following up with line managers to ensure timely completion.
  • Ensure all personnel HR information is updated, accurate and complete in Palladium and project HR systems. 
  • Provide general administrative support to the HR team including management of inbox, preparation and delivery of accurate communication content for staff updates and reporting.
  • Assist in the production and maintenance of operational registers, procedures and guidelines.
  • Respond to human resource queries and requests, escalating as necessary, and provide professional, proactive and engaging support and problem-solving to stakeholders.
     

We are seeking an individual who has: ​

  • Relevant experience working in a busy HR or administration environment, ideally with a cross-cultural or international exposure.
  • Experience maintaining HR data in HR Information Systems, with a demonstrated passion for data quality and accuracy.
  • A passion for optimising processes and a balanced approach across employee experience and efficiency.
  • Willingness to learn and grow as the program matures.
  • Highly developed organisational skills, agility and the ability to balance and prioritise multiple tasks, and work well under pressure;
  • Demonstrated dedication to equity, diversity and inclusion, particularly in a multi-cultural environment.
