Program Background

DT Global supports the implementation of PROSIVU on behalf of the Australian Government.

PROSIVU is the next phase of Australia’s governance support to Timor-Leste. The program will extend Australia’s longstanding partnership with Timor-Leste in support of good governance and economic policy development. It is Australia’s primary program for providing support to Timor-Leste’s central government agencies and economic line-ministries.

The goal of Australia’s Timor-Leste development program is to support the Government of Timor-Leste (GoTL) to achieve the social and development outcomes from its Strategic Development Plan. PROSIVU will contribute to this goal through three end of facility outcomes:

(a)   stronger, more inclusive economic growth.

(b)   sustainable public finances; and

(c)   better public administration.

These three outcomes constitute the basis of PROSIVU’s three workstreams.

The aim of support for stronger, more inclusive economic growth is that central agencies and line ministries invest in evidenced based and inclusive economic development policies and projects that have high economic and social returns, improve outcomes for the poor and improve equality and social inclusion.

The aim of support for sustainable public finances is central agencies, led by the Ministry of Finance and Prime Minister’s Office, improve the performance and inclusivity of public expenditure, and diversify and increase domestic revenue collection.

The aim of support for better public administration is central agencies, led by the Civil Service Commission and the Presidency of the Council of Ministers, develop and invest in policies, systems and capacity to ensure public administration is inclusive, effective, performance-driven, and responsive to the needs of citizens, the private sector and civil society.

Objectives of Role

PROSIVU will engage a suitably qualified and experienced candidate to fill the locally-engaged position of National Standards and Quality Coordinator who will be responsible for supporting IQTL, I.P. in coordinating all streams of work with relevant national, regional and international stakeholders and counterparts, facilitating the successful implementation of IQTL I.P.’s mandate.

Roles and Responsibilities

In working closely with IQTL I.P. and the PROSIVU team, the National Standards and Quality Coordinator shall deliver on the following roles and responsibilities.

Technical activities

  • Support IQTL I.P to align Timor-Leste’s standards with the relevant ASEAN standards necessary for full ASEAN membership

  • Support IQTL I.P to break down the Timor-Leste Standardisation Roadmap into an implementable plan of action, including key tasks, outputs, stakeholders and implementation timeframes.

Training and knowledge transfer

  • Support the planning and organisation of capacity building activities for IQTL I.P including PROSIVU-supported capacity building activities. This will include working closely with IQTL I.P’s twinning partner, Standards Australia and identifying and supporting engagement with capacity building activities supported by regional and international SDOs.

  • Support IQTL management team in assessing their human resource needs and coordinate the capacity development activities of the institution.

Coordination, collaboration and reporting

  • Work closely with IQTL leadership, the Coordinating Ministry of Economic Affairs (MCAE) PROSIVU Inclusive Economic Growth Pillar Lead, PROSIVU GEDSI Team and Standards Australia and the relevant expert supporting the standardisation work in a coordinated manner to achieve shared outcomes.

  • Provide liaison and coordination support to both IQTL I.P and Standards Australia to support the partnership between the two organisations.

Gender, Disability and Social Inclusion (GEDSI)

  • Facilitate and ensure the application of the principles of gender equality, disability and social inclusion are reflected in all data collection, analysis and reporting, strategies and action plans relevant to quality, standardisation and metrology systems; capacity building plans.

About You

Qualifications

  • A post-graduate degree in a relevant area (e.g. Engineering, science, economics, or public policy) with strong academic performance

Essential experience and knowledge

  • Demonstrated understanding of quality, standardization, and metrology systems,
  • Proven ability to develop and manage work plans, track deliverables, and report on progress against targets 

Desirable experience and knowledge

  • Previous working experience in areas related to national standards and quality systems.
  • Familiarity with international quality frameworks, such as ISO standards, WTO, and ASEAN integration processes.
