Description

Vanuatu Australia Education Support Program

VAESP II is a partnership between the Governments of Vanuatu and Australia, designed to improve education outcomes through targeted support for the Ministry of Education and Training (MoET) and the provision of Australia Awards Scholarships. The program is aligned with Vanuatu’s National Sustainable Development Plan and seeks to ensure inclusive, quality education for all while addressing social inclusion and sustainable growth.

Key responsibilities

As the Monitoring, Evaluation, Learning, and Reporting Specialist, you will lead VAESP II’s MEL activities, ensuring alignment with MoET, Tetra Tech, and DFAT standards. You will play a key role in driving improvements to MoET’s M&E systems and capacity, supporting decision-making through robust data and reporting frameworks. Your work will directly contribute to advancing education and inclusion in Vanuatu.

  • Lead VAESP II’s monitoring, evaluation, and reporting activities, ensuring systems are aligned with program logic and stakeholder requirements.
  • Collaborate with MoET to strengthen their monitoring and evaluation capacity and reporting frameworks.
  • Guide and support program staff in designing, implementing, and analysing MEL activities and research.
  • Facilitate Pause and Reflect workshops to promote shared learning and continuous improvement.

Selection criteria

  • Tertiary qualification in education, economics, evaluation, international development, or a related field.
  • Proven MERL experience, preferable on donor-funded education programs.
  • Experience in quantitative and qualitative research methods.
  • Demonstrated ability to strengthen partner government M&E systems.
  • Collaborative and culturally sensitive, with experience working in Pacific contexts.
