FAIR Justice: The Fostering Advancement of Inclusive, Rights Based (FAIR) Justice Program (the Program) will advance Australia and Philippines’ shared commitment to the rule of law, rights-based justice, and strong and accountable institutions, as vital to the stability, security, and prosperity in the Philippines and in the Indo Pacific region. Building on Australia and the Philippines’ longstanding cooperation in law and justice, the Program will support a broader justice system strengthening and ensure greater synergy with DFAT’s investments in promoting rights-based justice, countering terrorism and violent extremism, combatting human trafficking and protecting children against online abuse and exploitation, as well as justice initiatives of other donors and development partners.
Description
Key responsibilities:
· Lead the delivery of a high-quality and practical MEL system that successfully measures the results of the FAIR Justice Program, in line with DFAT’s Performance Assessment Framework (PAF).
· Establishing the program baseline across each End of Program Outcomes (EOPOs) using publicly available data from Philippine Judicial Academy (PHILJA), the Supreme Court and other donors
· Conduct iterative Theory of Change and evaluability assessment to ensure the MEL framework generates sufficient evidence and maintain program momentum.
· Provide data and analysis to support DFAT’s Investment Monitoring Report (IMR) on the use of resources and achievement of EOPOs.
Selection criteria:
· Tertiary or Postgraduate qualification in statistics, MEL or related discipline.
· Experience designing and implementing successful MEL systems for donor funded programs.
- Demonstrated experience in the preparation of technical reports.
· Extensive experience in research, survey design, data collection methods, and conducting advanced quantitative and qualitative data analysis for international development programs.
