Position Location (e.g. city, country, remote) Bangkok, Thailand OR Manila, Philippines. This role is open to candidates from across Southeast Asia who currently have the right to live and work in either Thailand or Philippines.
 
SUMMARY OF THE PROJECT
 
The Southeast Asia Gender-Based Violence (GBV) Prevention Platform (the Platform) is a AUD20 million investment over five years (2023-24 to 2028-29). The investment will build on Australia's leadership in GBV prevention and response, by addressing a need and demand for increased investment in, and coordination of, GBV primary prevention initiatives in the Southeast Asia region. The Platform’s guiding principles include: locally driven, evidence-based, intersectional, survivor-centred and trauma informed, adaptive, collaborative and catalysing, minimise harm, accessible and innovative. It will bring together partner governments, WROs, NGOs, donors, international organisations, and regional bodies, providing a convening platform for these stakeholders to collaborate to build capacity and evidence, and improve and accelerate action to prevent GBV in all its forms.
 
The Platform will utilise and build on global evidence and learning to support practitioners to strengthen and increase locally-informed and led evidence-based policy and practice to prevent GBV within households, communities and countries across diverse settings. This includes both careful and high-quality adaptation of evidence-based models from other regions, support the capture and use of locally informed and led GBV prevention evidence and practice, as well as support to develop, strengthen and test new and innovative approaches to GBV prevention. The Platform will leverage Australian government partnerships with UN Women and UNFPA, and several complementary DFAT bilateral and regional investments. In addition, it will link to global, multilateral and Australian GBV prevention initiatives to extend and amplify program impacts and outcomes.
 
The regional Secretariat will be supported by an Incubator (Cowater International Inc. consortium), whose main role is to support organisational infrastructure (IT, HR, finance etc.) and organisational development of the Platform. This support is complemented by a Technical Partner (Social Development Direct) who will build the Secretariat’s capacity in GBV primary prevention.
 
SUMMARY OF THE POSITION
 
Based in Bangkok and reporting to the Regional Director, with close technical support and mentorship from the Technical Partner’s team, the Demonstrate lead will be responsible for overseeing the Platform’s Strategy focused on ensuring evidence of what works to prevent GBV in SE Asia is accessible to and utilised by practitioners and policy makers in the region. This will include synthesising existing evidence, supporting and elevating practice-based knowledge generation and galvanising learning among diverse practitioners on what works to prevent GBV in different contexts. The role will include leading on both the documentation and consolidation of learning from previous and existing work in the region, as well as new initiatives and evidence/learning generated through the Platform activities.
 
KEY RESPONSIBILITIES
Knowledge Management:
 

  • Identify, review and synthesise existing research and resources on what works to prevent GBV in the SE Asia region
  • Translate and contextualise international best practice on GBV prevention to the Southeast Asian context, including on cross-cutting issues such as, but not limited to, the intersections between climate change and GBV, and disability inclusion.
  • Review and document best practice and evidence coming out of the Southeast Asian region for sharing regionally as well as to global platforms and audiences.
  • Support Platform partners to undertake reviews and capture evidence on their prevention programs or activities.
  • Document learning and practice-based knowledge generated through the Platform and disseminate to regional and global audiences via accessible knowledge products (including written, web-based, infographic and audio-visual resources).
  • Work collaboratively with regional women’s organisations of persons with disabilities (OPD) to ensure materials are accessible and consider the specific needs of women with disabilities.
  • Develop, adapt, translate and disseminate accessible capacity strengthening tools and resources (including online/offline materials translated into multiple languages).

Partnerships and coordination
 

  • Support regional and national networks with peer learning opportunities, including through communities of practice and study tours.
  • Support learning exchanges between SE Asian and Australian governments and non-government GBV prevention actors.
  • Link Practitioners with external researchers and evaluators, including opportunities presented by the Australian Research Council’s Centre for Excellence on Elimination of Ending Violence Against Women (CEVAW), SVRI and the Align Platform.

Planning and reporting
 

  • Lead the development of communications products related to the Demonstrate pillar, including lessons learned, case studies, stories of change etc.
  • Work collaboratively with other key members of the Platform team, coordinating with other Platform leads and contributing to other workstreams to ensure coherence and synergy and avoid siloing and duplication.
  • Actively participate in annual work planning exercises for the Platform, including developing the work plan for the Demonstrate pillar team.
  • Contribute to Platform annual progress reporting.
  • Provide ad hoc reports on the Demonstrate pillar as requested by the Platform Regional Director, Steering Committee and/or DFAT.
  • Provide progress updates to the Steering Committee during Committee meetings.
  • Contribute to all other Platform deliverables and reports as requested by the Platform Regional Director.

HR Management
 

  • Lead the recruitment of Demonstrate Project Officers and other requisite staff, including developing job descriptions, conducting interviews and agreeing selection of candidates in collaboration with the Incubator team.
  • Contribute to the technical and ethical delivery of the Platform, including ensuring that the Platform’s ethical standards of operation related to the conduct of the team and the design and implementation of Platform activities are applied consistently.
  • Coordinate and oversee the Demonstrate pillar team including delegating tasks appropriately to relevant staff members, fostering an inclusive and supportive team environment in line with the Platform principles (listed in the background section above).
  • Effectively manage and mentor Demonstrate Project Officers and other requisite staff, including efficiently managing staff time, monitoring work performance, and approving timesheets.
  • Effectively manage risk associated with this pillar of work, feeding emerging and changing risks and associated risk mitigation and management strategies into the Platform’s overall risk management approach, and coordinating with other Platform staff to effectively mitigate and manage risks that cut across work areas.
  • Quality assure all communications and external engagement products developed by Demonstrate pillar staff.

 
JOB REQUIREMENTS
 

  • Commitment to preventing GBV and knowledge of feminist regional movements in SEA, demonstrated through professional experience.
  • Demonstrated commitment to safeguarding policies and principles, do no harm, child protection and protection of vulnerable groups in all their work.
  • A bachelor’s degree in the following or related fields: political science, social science, international development, business administration, etc.
  • A post-graduate degree in a related field is desirable.
  • Experience in management and implementation of research and knowledge management programs in Southeast Asia.
  • Demonstrated expertise in developing and implementing successful information dissemination / research uptake strategies at a regional and ideally global level.
  • Experience synthesizing and disseminating evidence and practice-based knowledge on what works to prevent GBV in different contexts.
  • Demonstrated existing relationships with relevant CSO/WRO/OPD networks in the region.
  • At least 5 years’ experience in research and knowledge management in the area of gender-based violence prevention.
  • Skills and experience in policy analysis, program evaluation and data synthesis.
  • Proven experience managing multiple partnerships and developing and maintaining strong stakeholder relationships
  • Experience managing diverse teams and coordinating work across individuals and workstreams effectively and efficiently.
  • Experience implementing a risk-based approach to program or organisational management, including undertaking risk assessments and designing and implementing risk mitigation and management strategies.
  • High level interpersonal and communication skills, including the ability to convey concepts clearly and concisely.
  • Excellent communication in English language both written and oral and at least one Southeast Asian language both written and oral.
