Program Overview

Australia is supporting the Government of Papua New Guinea (GoPNG) to provide communities with access to quality health services by delivering quality health infrastructure as part of the Papua New Guinea Australia Partnership.

The Strategic Health Infrastructure Investment (SHI) is an Australia Government program funded under the Papua New Guinea PNG-Australia Partnership. The program aims to design and deliver high-quality, resilient, and universally accessible health infrastructure projects with a significant focus on gender equality, disability and social inclusion, and adhere to Australia’s safeguarding policies and development effectiveness guidelines. In addition, the program’s infrastructure will incorporate sustainability and resiliency design elements to mitigate climate change forecasts and disaster risk outlooks.

The SHI program investment is working to improve health care services in two priority locations. In Morobe Province, the project will design and refurbish the old Emergency Department (the Gware building) in the ANGAU Hospital in Lae. In Daru, Western Province, the project will provide safe, secure and accessible accommodation for health workers and PHA staff with new Daru Hospital staff housing.

The Role

The Program Implementation Lead will provide leadership to ensure the activities of the Strategic Health Infrastructure Investment (SHI) program are efficient. The Program Implementation Lead is responsible for the coordination of the project team in managing the timely delivery of project activities and outputs. Professional delivery of services in this role must promote a positive impact by maintaining a consultative, collaborative, socially inclusive and child-safe approach to all project activities.

Responsibilities
 

  • Lead the design and implementation of all agreed project activities including design, construction and handover, health systems strengthening, operational commissioning and change management, and facilities management.
  • Lead the provision of high-quality project management and contract administration services, acting at all times in the best interest of the Australian Government
  • Grow and maintain relationships with key project stakeholders, Australian High Commission focal points, and peer programs involved in the delivery of aligned initiatives
  • Ensure gender equality and social inclusion, child protection and other safeguarding policies are implemented and included as credible and effective interventions in project approaches, activities and day-to-day operations.
  • Work collaboratively with Monitoring, Evaluation, Research, Learning & Adapting (MERLA) team, assisting in the establishment of project baselines and other MERLA requirements.
  • Participation in risk identification, assessment and control measures as they apply to activities and the projects
  • Ensure compliance with Work Health, Safety and Environment (WHSE) policy and procedures

Required Experience
 

  • Formal qualifications in building and construction management;
  • Over 10 years of relevant experience on donor-funded development programs, experience on DFAT-funded programs is highly desirable;
  • Ability to provide leadership and guidance to a multi-disciplinary team and coordinate and manage a complex program of work across various geographies;
  • Demonstrated success in building and maintaining strong partnerships with government agencies, development partners, and other stakeholders;
  • Experience in implementing health related infrastructure is highly desirable;
  • Knowledge and experience of implementing environmental and social safeguards policies in relation to infrastructure projects;
  • Excellent written and verbal communication skills in English;
  • Sound problem solving and decision making skills; ability to work independently and as a part of a team; and
  • A high level of integrity, initiative, adaptability, and ability to perform in a high-pressure environment.
