Program Background
The Vanuatu Australia Health Partnership (VAHP) represents a 15-year bilateral investment from the Australian Government to support Vanuatu’s Ministry of Health (MoH) to deliver the health components of the National Sustainable Development Plan 2016–2030. VAHP has 4 focus areas – Health Governance, Public Health Priorities, Provincial Health Services and Inclusive Workforce. The Role
The Partnership Director will provide strategic and technical leadership for the VAHP, overseeing its overall management and ensuring effective use of Australian Government resources. They will be supported by a very competent Coordination Team comprising key members of the VAHP team, as well as VAHP’s reliable technical advisory support. Responsible to DFAT, the Partnership Director will lead both technical and operational efforts, collaborating closely with DFAT to guide VAHP's strategic direction.
Responsibilities include but are not limited to the following:
Strategic Engagement and Collaboration
- Build and maintain strong relationships with key stakeholders, including DFAT and MoH executives, to enable effective consultation and collaboration. Offer timely technical advice as needed.
- Provide technical direction and strategic oversight for VAHP, ensuring alignment with the program logic and results framework and advancement of the 2023 Mid Term Review recommendations.
- Lead the VAHP Coordination Team in strategic planning, program implementation, resource and financial management, and monitoring and reporting.
- Facilitate quarterly DFAT-MoH Governance Advisory Committee meetings.
Team Leadership
- Support localisation through a partnership approach that contributes to local capacity and accountability.
- Foster program coherence by promoting a One Team approach, ensuring cross-functional collaboration and avoiding silos, and promote a culture of inclusivity, innovation, continuous learning, high performance, and collaboration.
Management and Coordination
- Lead and support the implementation of VAHP’s four components: i) Health Governance; ii) Public Health Priorities; iii) Provincial Health Services; iv) Inclusive Workforce, in line with Annual Workplans and Program Strategies. Also collaborate with the Provincial team to build support for decentralised health service reforms in the provincial strategy.
- Drive forward an adaptive management approach, focusing on planning, reflection, and analysis, and ensure the program responds accordingly.
- Coordinate technical assistance at national and provincial levels, aligning support with MoH priorities, VAHP’s Annual Workplan and EOPOs.
- Ensure delivery of annual plans, reports and milestones, effectively communicating program activities, lessons, and achievements.
Monitoring Evaluation and Learning
In collaboration with VAHP’s MEL team, the Partnership Director will:
- Ensure data and insights inform adaptive programming, working with AHC personnel to deliver relevant results for DFAT’s Investment Monitoring and Reporting.
- Lead outcome analysis with partners, including facilitating Partners Reflection Workshops.
- Track progress against EOPOs through 6-monthly progress reports, annual reports, and Payment by Results reporting.
Cross-cutting and safeguarding
- Lead GEDSI, climate change, disaster preparedness, and cross-cutting issues across the program.
- Ensure VAHP’s alignment with DFAT and DT Global policies, managing risks and safeguards, including quarterly updates to the risk management framework.

About You
Essential
- At least 10 years of relevant experience in health system strengthening activities. Tertiary qualifications in public health, health policy, health economics, health management, or related fields a must.
- Strong strategic management and technical skills, specifically in driving locally led change and health systems strengthening improvement within international development contexts.
- Strong interpersonal, negotiation, and communication skills, with a track record of building and maintaining donor and partner government relationships to support collaborative efforts.
- Proven experience in leading high-performing teams, including technical and operational staff, and driving locally led development. Adept at motivating team members and fostering productive internal relationships in complex settings.
- Solid experience in planning, budgeting, financial management, and risk oversight for international development programs.
Desirable
- Experience in overseeing monitoring, evaluation, research, and learning processes to ensure program quality and drive continuous improvement.
- In-depth understanding of Australian aid policies and their practical implications for project implementation.
