Program Background

DT Global supports the implementation of PROSIVU on behalf of the Australian Government.

PROSIVU is the next phase of Australia’s governance support to Timor-Leste. The program will extend Australia’s longstanding partnership with Timor-Leste in support of good governance and economic policy development. It is Australia’s primary program for providing support to Timor-Leste’s central government agencies and economic line-ministries.

The goal of Australia’s Timor-Leste development program is to support the Government of Timor-Leste (GoTL) to achieve the social and development outcomes from its Strategic Development Plan. PROSIVU will contribute to this goal through three end of facility outcomes:

(a)   stronger, more inclusive economic growth.

(b)   sustainable public finances; and

(c)   better public administration.

These three outcomes constitute the basis of PROSIVU’s three workstreams.

The aim of support for stronger, more inclusive economic growth is that central agencies and line ministries invest in evidenced based and inclusive economic development policies and projects that have high economic and social returns, improve outcomes for the poor and improve equality and social inclusion.

The aim of support for sustainable public finances is central agencies, led by the Ministry of Finance and Prime Minister’s Office, improve the performance and inclusivity of public expenditure, and diversify and increase domestic revenue collection.

The aim of support for better public administration is central agencies, led by the Civil Service Commission and the Presidency of the Council of Ministers, develop and invest in policies, systems and capacity to ensure public administration is inclusive, effective, performance-driven, and responsive to the needs of citizens, the private sector and civil society.

Objectives of Role 

PROSIVU is seeking a qualified adviser to assist the Secretary of State for Equality (SEI) and other contracted consultants in supporting improved analytical capabilities at SEI and for monitoring efforts on implementation of GEDSI-centric activities within the government.

 

Roles and Responsibilities 

 Scope of Work

The adviser will deliver the following scope of work in consultation with SEI, and with support from the broader PROSIVU team:

Integrated GEDSI Responsive Policies, Planning, Budgeting and Coordination

  •       Support to strengthen effective coordination and communication between SEI and the Ministry of Finance concerning gender-responsive, disability and socially inclusive planning and budgeting.
  •       Coordinate with the Ministry of Finance and other PROSIVU advisers to contribute to delivery of Annual Gender and Disability Budget Statements in the State Budget Book.

 Maubisse Declaration III Planning and Implementation

  •       Support SEI in preparing a plan for implementing and monitoring Maubisse Declaration III commitments including responsibilities, targets, indicators, and timelines for activities. Provide ongoing provide monitoring support during implementation.

Data Management, Analysis and Reporting

  •       Develop a framework to analyse GEDSI related data, and measure the impacts of GEDSI activities across the government.
  •       Support SEI and relevant budget entities with the collection and analysis of data, including identification of data points, and periodicity of collection, for measuring the impact and performance against Maubisse Declaration III and other commitments.

 Training and knowledge transfer

  •       The adviser will work closely with all directorates within SEI and will help in building capacity during the assignment. During the first month of the commencement of this position, the adviser will develop a work plan which will include a preliminary capacity-building plan. This plan will be developed in consultation with SEI counterparts.

 Coordination, Collaboration and Reporting

  •       Contribute as requested by SEI to the preparation of national and international reports related to the implementation of gender, disability and social inclusion commitments, such as the report of the Concluding Observation on the Convention on the Elimination of All forms of Discrimination against Women (CEDAW) for Timor-Leste, Beijing Declaration of Platform for Action, United Nations Convention on Rights of Persons with Disabilities and other relevant reports.

 General

  • Regular and effective communication with PROSIVU’s GEDSI Coordinator and relevant PROSIVU advisers embedded at central agencies.
  • Regular information sharing with the PROSIVU team and the Australian Embassy on challenges and opportunities for PROSIVU program interventions, and appropriate strategies for advocacy on the promotion of GEDSI objectives in planning, budgeting and reporting processes.

About You

Essential Experience and Knowledge

  • Bachelor’s degree qualifications in Gender and Development Studies, Social Science, or related field.

  • At least 8 years of experience working with government counterparts to mainstream gender, disability and social inclusion into state planning, budgeting, monitoring, reporting and capacity development systems

Desirable Experience and Job Specific skills

  • Previous experience in working on providing advisory support to the Government of Timor-Leste to mainstream gender equality, disability and social inclusion into laws, policies, programs, and budgets and monitoring its implementations using human rights treaties including CEDAW and UNCRPD.
  • Strong interpersonal, oral, and written communication skills, including excellent written and spoken Tetum and English.
