The Vanuatu Australia Health Partnership (VAHP) represents a 15-year bilateral investment from the Australian Government to support Vanuatu’s Ministry of Health (MoH) to deliver the health components of the National Sustainable Development Plan 2016–2030. VAHP has 4 focus areas – Corporate Services, Public Health Priorities, Provincial Focus and Workforce Development. This role will support VAHP’s Monitoring, Evaluation and Learning (MEL) activities across all focus areas by working with both VAHP and MoH counterparts at national and provincial levels.

Position Overview

The MEL Facilitator is a new position created to play a key role in enabling a twin track approach to strengthening both VAHP’s and MoH’s M&E systems. By facilitating and brokering opportunities for improved tracking and reporting of key health indicators, the MEL Facilitator will support VAHP’s MEL team to strategically assess the Partnership’s progress and contribution towards mutually aligned outcomes. Specifically, the objectives of the position are:

  • To facilitate support to relevant stakeholders tasked with routine collection, analysis, reporting and dissemination of quantitative and qualitative data by MoH national and selected provinces (Sanma and Shefa) to support effective monitoring and assessment of the Partnership outcomes that align with the Health Sector Strategy (HSS);
  • To identify and facilitate opportunities for enhanced communication and information sharing between MoH and VAHP on the Partnership’s progress, results and lessons learned in achieving its End of Program Outcomes (EOPOs) and Intermediate Outcomes (IOs);
  • Together with the MoH M&E Officer, design and deliver skills building workshops to relevant MoH staff (national and provincial) on MEL concepts and methods, including collection of age and sex disaggregated data; and
  • To meaningfully integrate GEDSI principles into the design and implementation of M&E activities, ensuring that inclusive health considerations are embedded across all aspects of health reforms, particularly within data collection, analysis, reporting, and learning processes.

Roles and Responsibilities

  • In collaboration with the MoH M&E Officer and VAHP MEL team, review the HSS M&E Plan and VAHP MEL Strategy to identify entry points and existing opportunities for strengthening M&E systems and processes.
  • Ensuring data collection is disaggregated by gender, age and disability (where possible), and gathering evidence to demonstrate specific outcomes of the Partnership.
  • Assisting in tracking HSS and other policy indicators relevant to the mutually agreed outcomes of the Partnership and helping to feed accurate data into MoH and VAHP performance reports.
  • Providing accurate and timely MEL information to MoH and VAHP staff to inform planning and programming decisions.
  • Facilitating and supporting the MoH and VAHP MEL process as required.
  • Organising and delivering various training, meetings and workshops.
  • Networking and maintaining open communication and positive working relationships with VAHP, MoH and other key stakeholders at national and provincial levels.
  • Carrying out other duties and responsibilities related to MEL, as required and agreed to by VAHP.

About You

Selection criteria:

  1. At least five years of direct application of MEL in the development sector.
  2. Excellent data collection and analysis skills, in both quantitative and qualitative data.
  3. Ability to derive insights from data and present them in a clear, accessible and timely manner.
  4. Broad understanding of development sector work, including experience in coordinating and supporting MEL processes and skills development.
  5. Experience in facilitating and supporting MEL; creating innovative data collection methods; supporting development of new or improved systems with partner organisations; and networking and brokering partnerships with diverse stakeholders.
  6. Practical understanding of inclusion and safeguards principles.
  7. Excellent verbal and written communication skills in English and Bislama.
