About the Pacific Labour Mobility Support Program     

The Pacific Australia Labour Mobility (PALM) scheme is a signature initiative for the Australian Government that enables workers from 9 Pacific Island Countries (PICs) and Timor- Leste to work in priority sectors in Australia. The Pacific Labour Mobility Support Program’s (PLMSP) role is to provide the Department of Foreign Affairs and Trade (DFAT) and governments in 9 PICs and Timor-Leste with support to enable workers to access PALM scheme in inclusive ways that maximise the benefits for the workers and national economies while minimising risks from labour mobility participation. Palladium is contracted to deliver PLMSP on behalf of DFAT.

This Opportunity  

Program Managers are embedded within Labour Sending Units (LSUs) and facilitate LSUs’ engagement with Australian employers on recruitment and mobilization, while also enhancing work-ready talent pools. Additionally, the position provides operational and programmatic support to LSUs, focusing on key priority areas such as welfare, communication, reintegration, the In-country Recruitment Database (IRD), and pre-departure briefings (PDB). 

The Labour Mobility Program Manager – Nauru will :  

  • Collaborate with the LSU and stakeholders to strengthen the worker pool through innovative registration processes and enhanced work readiness programs. 

  • Review and update standard operating processes and policies for alignment with labour mobility program changes. 

  • Ensure strong coordination and effective communication between the LSU, approved employers and key Australian stakeholders to ensure workers are successfully mobilized to Australia. 

  • Support pre-departure briefing (PDB) trainers ensuring that PDBs are relevant and timely, delivering key messaging to manage worker expectations. 

  • Work with LSU and the PLMSP Reintegration team to develop and support the LSU and in-country partners to develop a reintegration policy and reintegration initiatives. 

  • Support the Worker Welfare role in developing clear policies and guidance on the LSU's responsibilities regarding worker welfare. 

  • Support the effective implementation and utilization of the In-Country Recruitment Database (IRD), ensuring the system meets LSU needs. 

We are seeking an individual who will bring:  

  • Tertiary qualifications or equivalent experience, with 3-5 years in similar project support or management roles. 

  • Demonstrated relationship management skills, including the ability to work across a broader team and with external stakeholders.   

  • Advanced research and analytical skills. 

  • Proven strong written and verbal communication skills.  

  • Strong organizational and project management skills, with the ability to initiate tasks, work independently, and prioritize and monitor progress effectively.
