Abt Global is seeking highly qualified individuals to fill the roles of two Kokoda Initiative, Provincial Partnership Managers, on the Australia – PNG Subnational Program (APSP). These roles are based in Port Moresby, Papua New Guinea and open to PNG citizens.

Description
  • Two (2) Kokoda Initiative Provincial Partnership Manager positions for the below locations: 

- KI Provincial Partnership Manager, Central Province located in Port Moresby, Papua New Guinea (regional travel as required)

- KI Provincial Partnership Manager, Northern Province located in Port Moresby, Papua New Guinea (regional travel as required), and relocation to Northern Province within 12 months

  • Commencement: December 2024  
  • Long term role up to February 2026 
  • Open to PNG Citizens 

 

About the Program 

A stable, prosperous, peaceful and resilient PNG is critical to Australia's interests. Australia is PNG's largest development partner, its main partner on economic and security issues. 

The Australia PNG Subnational Program (APSP) is an enabling mechanism comprised of three separately designed programs including: Bougainville Partnership (BP), Kokoda Initiative Partnership (KIP), and the Western Province Partnership (WPP). Each program has its own outcomes, theory of change, operational approach and separate monitoring and evaluation systems.

The APSP also includes the Subnational Governance Implementation Plan (SGIP) that proposes a scalable foundational delivery model of subnational engagement. The SGIP is referenced in the APSP Contract and Strategic Framework as the continuation of the current network of subnational advisers (SNA) in the Western Province, Highlands, Sepik’s and Morobe.

There are five high level outcomes which span all programs:

  • Output one: Effective gender-centred programs delivered for Bougainville, Kokoda, and Western Province
  • Output two: Support DFAT to coordinate Australian inputs in selected subnational contexts
  • Output three: Technical assistance targeted at key institutions and policy reforms
  • Output four: Rapid programming of resources in support of DFAT priorities
  • Output five and six: Analysis, learning, and adaptation

Managed by Abt Associates under a single contract from 2022 to 2026, the centralised approach is aimed to ensure and drive value for money by realising back-office efficiencies, ensure gender is consistently at the forefront of each program and deliver opportunities for learning and adaptation between programs.

 

About the Opportunity

The Kokoda Initiative Partnership (KIP) is a partnership between the Governments of Papua New Guinea and Australia to sustainably develop and protect the Kokoda Track and surrounding areas. The KIP support is delivered under three pillars: Track, People and Environment in alignment with the PNG Government’s Kokoda Initiative Master Plan.

 

About You 

For applications to be considered, a response to the key selection criteria below must be provided

  • Relevant tertiary qualifications and significant field experience in project management, social science, development, governance, or another relevant discipline.
  • Demonstrated 5 years work experience in project/program management, including writing reports and providing analysis, preferably in international development for donor and government audiences.
  • Extensive knowledge of PNG’s development agenda and processes, along with GoPNG and GoA priorities, and strong networks across both private and public sectors in PNG and key national and local development institutions.
  • Knowledge of provincial and/or district level service delivery modalities and GoPNG arrangements to facilitate decentralisation of accountability from central agencies to Provincial Governments and District Development Authorities.
  • Ability to maintain high level relationship management, interpersonal and communication skills, an ability to motivate teams and maintain effective program management practices across teams.
  • Strong written communication skills with demonstrated experience preparing quality evidence-based reports for executive audiences and donors.
  • Demonstrated ability to integrate and promote principles of gender equity and social inclusion in all aspects of this role including in program design, implementation and evaluation.
  • Ability to travel and work in remote villages along the Kokoda Track.
