Fiji Program Support Platform Overview
FPSP, also referred to as the ‘Platform’, a Department of Foreign Affairs and Trade (DFAT) investment, will contribute to the delivery of Fiji’s national development priorities, in line with the Australia’s International Development Policy, the Fiji-Australia Vuvale Partnership and the Development Partnership Plan.
The Platform will deliver key bilateral programs, such as health, education, scholarships, social infrastructure, governance, climate and emergency preparedness and response. Platform activities will identify and address climate risks, promote climate action, and gender equality, disability and social inclusion (GEDSI) across and beyond the sector programs.
The Platform has three functional Outcomes:
- The Platform has delivered its sector program outcomes, including through supporting strategic coherence, planning, partnerships management, data and learning across the portfolio of investments.
- The Platform has prioritised gender equality, disability-inclusive development, and climate and disaster resilience, in its systems and practices. This includes in how it undertakes sector programming and its engagement with selected Government of Fiji (GoF) agencies.
- The Platform administers timely and efficient programming that is: value for money; maximises use of local supply chains; and supports good governance, and public diplomacy, effective decision making and risk management.
Position Summary:
The HR team undertakes core functions: Recruitment and HR Services Management. The HR Coordinator, Recruitment reports to the HR Manager playing a key enabling role in undertaking the full breadth of recruitment and support HR activities as part of a multi-skilled team.
Key Responsibilities
Recruitment Pipeline
- Work in a collaborative manner to undertake end to end recruitment activities for FPSP.
- Provide general HR & Recruitment advice to Platform and Programs in line with Abt Global recruitment policy.
- Develop and manage a FPSP recruitment pipeline by supporting managers determine recruitment needs and develop terms of references in accordance with Abt Global and DFAT policies and delegations, adhering to the principles of gender equity and social inclusion
- Attract high caliber candidates through advertising (online and local press) and targeted recruitment practices, acting as the first point of contact for general enquiries
- Develop a talent pipeline and talent pools based on FPSP workplan priorities and conversations with Team Leads
Candidate Management, Engagement and Onboarding
- Manage all ATLAS recruitment activities, including job advertisements, candidate screening and shortlisting for managers and coordinate and facilitate the interview and selection process
- Undertake due diligence by conducting the necessary reference checks, psychometric testing, medical and police checks
- Ensure all invoices pertaining to recruitment activities are approved and submitted for payments in a timely manner (i.e., pre-employment medical invoices & job advertisement invoices)
- Coordinate visa processes including liaising with candidates, Fiji Immigration and DFAT to manage and maximise visa approval turnaround times
- Draft high-quality personnel contracts for locally engaged candidates, short- term advisers and long-term advisers
- Ensure all recruitment activities are recorded confidentially on the central HR database/recruitment tracker to ensure compliant data and file management.
- Commence the onboarding requirements for new employees
General
- Support timesheets and payroll processes.
- Provide leave coverage for HR team members.
- Other duties as directed by the HR Manager.
Key Deliverables:
- Meet Key Performance Indicators such as the recruitment and selection of candidates within 45 days and respond to staff enquiries in a timely manner, keeping staff abreast of progress as required.
- Update managers on the progress of their recruitment activities as required and on an ongoing basis.
- Maintain Recruitment Tracker for effective recording of recruitment statistics and/or other HR records on a daily basis and in real time and contribute to HR trends report as required.
- Undertake all work in a confidential manner, always using tact and discretion
- Be consistently responsive to client needs – internal and external.

- Platform Leader and Senior Leadership Team (Platform and Sector Programs
- Shared Services team
- Hiring Managers, Collaborators, Interview Panel Members and Candidates
- Home Office P&C, finance, and legal and risk teams
Selection Criteria:
- Qualifications in HR or administration preferred.
- Minimum 5 years of experience in a similar role performing HR functions.
- Previous experience with NGOs or working in development.
- Knowledge of local labour laws and practices.
- Strong coordination, editing and writing skills, with excellent attention to detail
