About the Program
The Australia – PNG Economic Partnership (APEP) is a multi-sectoral investment to assist GoPNG to create a stable and more prosperous country. The investment is a key coordination point from which Australia delivers its economic development support to PNG in alignment with the Comprehensive Strategic and Economic Partnership (CSEP). The Australian Government is committed to delivering the Partnership in accordance with the principles of integration and alignment with PNG’s economic sector policies, systems and processes.
The Partnership’s policy objective is to assist PNG in its efforts to achieve sustained growth, capable of lifting the standard of living of all citizens, while also ensuring Australia maintains its reputation as PNG’s economic partner of choice.

About the Opportunity
With a vision to become an efficient, effective and robust tax administrator, the IRC is implementing major tax administration reforms to strengthen compliance and drive overall revenue growth.
The Business Systems and Reporting Advisor role supports the IRC in enhancing operational efficiency, data management, and reporting capabilities. The Adviser promotes the integration of new systems such as the Case Management Database to optimise existing processes, implement data management strategies and reporting improvements. The role also ensures that frontline staff are equipped with the necessary tools and training to enhance operational efficiency and data accuracy.
About You
For applications to be considered, a response to the key selection criteria below must be provided.
- Demonstrated knowledge and practical understanding of PNG (or similar) revenue systems, including extensive knowledge of Client Relationship Management (CRM) Systems, Tax Administration Systems, and Integrated Financial Management Systems (IFMS).
- Substantial experience in data management and analysis, and strategies that deliver improved revenue outcomes.
- Proven ability to provide high-quality verbal and written strategic advice to IRC Executives, with the capacity to mentor, inspire, and motivate others.
- Extensive experience understanding frontline business processes and systems development, acting as a conduit between business needs and IT requirements. This includes managing workflows, ensuring data capture for reporting and analytics, and communicating system requirements to IT for implementation.
- Demonstrated skills in preparing quality reports and other knowledge products, with a strong emphasis on the integration of data for operational and executive level reporting.
- Demonstrated and effective communication skills that enable engagement with all levels of the organisation, from commissioners and directors to managers, operating staff, and IT professionals, while navigating different levels of understanding, cultural differences, and languages.
