About Australian Infrastructure Financing Facility for the Pacific (AIFFP)
The Australian Infrastructure Financing Facility for the Pacific (AIFFP) is a AUD4 billion initiative of the Australian Government aimed at facilitating quality infrastructure development in the Pacific region. It collaborates with governments and the private sector in the Pacific and Timor-Leste, offering grant and loan financing for transformative projects in energy, water, transport, telecommunications, and other infrastructure sectors.
AIFFP is currently involved in implementing various infrastructure projects in Papua New Guinea, particularly in the transport (ports and roads) and energy sectors. To ensure effective program delivery, AIFFP has established a Project Management Office (PMO) that works in coordination with the DFAT Transport Sector Support Program Phase 3 (TSSP3). The PMO is responsible for overseeing project management, procurement, contract administration, financial management support, safeguards, and technical advisory services to ensure successful project delivery. Additionally, the PMO focuses on capacity-building and professional development of local counterparts to enhance project sustainability. Building strong collaborative relationships with project stakeholders, including PNG counterparts, is crucial for the successful implementation of the AIFFP projects.
About TSSP Phase 3
The PNG–Australia Transport Sector Support Program Phase 3 (TSSP3) is a critical, high-priority Australian investment that stands to make a major contribution to PNG development outcomes.
Working closely with the Government of PNG (GoPNG), TSSP3 will build on the significant body of achievements, lessons, and relationships from the past 15 years of operation and will continue to contribute to the achievement of the overarching goal of:
‘A more effective, efficient, and inclusive transport system, enabling the economic and social development of PNG.’
Gender Equity, Disability Equity, and Social Inclusion (GEDSI) and Social and Environmental Safeguards, Locally Led Development (LLD), Climate Change and Disaster Resilience (CCDR) and Monitoring, Evaluation, Research, Learning and Adapting (MERLA) are a key focus for the program and are integrated into all TSSP3’s activities and operations.
This phase of TSSP3 will run from November 2023 to November 2028.
About the Role
The Safeguards Adviser will work through TSSP3 and report to both the AIFFP Project Director and the TSSP3 Inclusion and Safeguard Director. The Safeguards Adviser will support, but not limited to, the following works:
- Implementation of the AIFFP funded AIFFP Supporting Connect PNG Investment Program – Wau and Sepik Highways including the Wau Highway Long-Term Maintenance Contract (LTMC)
- Implementation of the Ports Infrastructure Investment Program (PIIP)
- Ensuring a focus on the integration of inclusion and safeguarding across AIFFP work in the transport sector in PNG
Construction contractors are carrying out the works, with safeguard compliance overseen by the Project Management and Supervision Consultants (PMSC) and the AIFFP Project Management Office (PMO) in TSSP3. To enhance safeguard implementation, additional expertise is needed to align with PNG national legislation, DFAT Environmental and Social Safeguard Policy (ESSP), the International Finance Corporation (IFC) Performance Standards, and project-specific safeguard risks.
The Safeguards Adviser will also be responsible for effectively implementing principles and relevant activities from the TSSP3 GEDSI Policy and the Climate Change and Disaster Risk Reduction Strategy in their work.
About you
Selection Criteria:
To be successful for this role, you must possess the following including, but not limited to:
- Tertiary qualifications in Workplace Health and Safety, Environmental Science, Safeguards Management, International Development or another relevant degree and a Post Graduate qualification is desirable
- Demonstrated professional experience in a similar level role working with major infrastructure projects
- Working knowledge or demonstrated awareness of DFAT ESSP and IFC Performance Standards, World Bank Environmental Health and Safety (EHS) guidelines, processes, and standards
- Demonstrated experience in safeguard assessments, management, monitoring and reporting in developing countries, preferably in PNG or the Pacific
- Demonstrated capacity to work independently as well as contribute positively to a team environment
- Competence with a range of computer software programs, including Word, Excel and PowerPoint

- Strong interpersonal, communication, representational and cross-cultural skills
- Ability to apply independent judgement and influence, and develop consensus on difficult and controversial issues, balancing multiple stakeholder expectations and objectives
- Commitment to teamwork, collaboration and engaging with all relevant stakeholders
- Ability to coach, mentor and upskill other people and ability to build effective relationships
