Request for Tender - Victim Sensitive Justice Consultancy

Program Background

ASEAN–Australia Counter Trafficking (ASEAN-ACT) continues Australia’s long-running collaboration with ASEAN and its Member States to end human trafficking in the region. The program is a ten-year investment (2018 to 2028) principally working to strengthen the justice sector response to trafficking in persons, while advancing victims' rights. The program has established partnerships with government agencies, civil society, and businesses. We engage with all 10 ASEAN Member States in some capacity and have national-level programming in Cambodia, Lao PDR, the Philippines, Thailand, and Vietnam. We are establishing programming in Indonesia, and programming is currently on hold in Myanmar.

 

ASEAN-ACT supports ASEAN Member States to integrate gender equality, disability and social inclusion (GEDSI) and protect the rights of victims of trafficking. The program has developed GEDSI and victim rights strategies to provide a conceptual framework and practical implementation approach to analyse and respond to GEDSI and victim rights challenges in countering trafficking. As a core program component, specific projects and activities to advance GEDSI and victim rights have been designed and implemented in collaboration with ASEAN-ACT's partners and stakeholders

 

About the Role

The consultant(s) will engage across the ASEAN-Australia Counter Trafficking (ASEAN-ACT) team and with key partners in ASEAN Member States (AMS) to support the following 3 end-of-program outcomes (EOPOs):

  • EOPO 1: ASEAN’S monitoring and reporting of the ASEAN Convention Against Trafficking in Persons, Especially Women and Children (ACTIP) implementation is increasingly effective, advances GEDSI and upholds victim rights.
  • EOPO 2: ASEAN Member States are increasingly capable of implementing their ACTIP obligations, particularly those that advance GEDSI and uphold victim rights.
  • EOPO 3: ASEAN’S and ASEAN Member STATES’ policies and practices are inclusive, influenced by relevant stakeholders and aligned with the ACTIP.

How to apply

To submit a conforming technical proposal, consultant/s must provide:

  • A narrative of no greater than 4 pages, that responds to points 1 to 3 of the selection criteria as outlined in Section 2.3. This narrative should also include the available date of your nominated personnel to begin work;
  • Annexes to the Technical Proposal as detailed in Part 2, Section 2.4;
  • Tender Application Form as per Part 4 – Annex A;
  • Curriculum Vitae for key personnel Part 4 – Annex B; and
  • Financial Proposal as per Part 4 – Annex C; and
  • A signed Tenderer’s Declaration as per Part 4 – Annex D.

 

Technical proposals should be submitted as requested herein plus cover page with the Tenderers nominated contact person and their contact details (refer Part 4 – Annex A) and the names and contact details of three professional referees.
