Program Overview
The Vanuatu Australia Health Partnership (VAHP) represents a 15-year bilateral investment from the Australian Government to support Vanuatu’s Ministry of Health (MoH) to deliver the health components of the National Sustainable Development Plan 2016–2030. VAHP has 4 focus areas – Corporate Services, Public Health Priorities, Provincial Focus and Workforce Development. This role will primarily support the Corporate Service area but will interact with the broader design components. On behalf of DFAT, VAHP provides technical assistance to support the MoH to implement their plans funded through the Direct Financing Arrangement (DFA), and work with other development partners to coordinate assistance and implementation through the MoH planning process.

Position Overview
The Public Financial Management (PFM) Specialist will play a key role in supporting VAHPs progress and achievement of VAHP’s intermediate outcome 2, ’MoH capabilities in strategic planning, policy and finance are strengthened to support national health outcomes’. Specifically, the Specialist will have the following objectives:
- Work alongside the VAHP DFA and MoH Finance teams to ensure adequate safeguards around the planning, budgeting and expenditure of DFA funding.
- Oversee the timely, compliant, and efficient expenditure of DFA funding while also focusing on developing MoH capacity to improve financial systems and approaches.
- Coach and develop the MoH Finance team’s capacity to manage financial processes and fiduciary risks, in compliance with the relevant legislation and regulations of Vanuatu.
- Assist MoH in strengthening its financial management processes and procedures of both Government of Vanuatu and Development Partner funds.
- Provide analysis and modelling for forecasting, monitoring, and reporting as part of financial processes.
- Collaborate closely with major stakeholders working on Public Financial Management (PFM) in the health sector, including relevant Ministry of Finance & Economic Management (MFEM) staff and Technical Advisers.
- Support the MoH team in effectively utilising the Financial Management Information System (FMIS) – Smartstream – to improve the quality and accuracy of MoH financial reports.
The position will be located with the Finance team at the Ministry of Health, Port Vila.

About You
Selection criteria:
- A tertiary degree (or equivalent) qualification in a related discipline.
- At least 5 years of demonstrated experience working in the fields of PFM, accounting, budgeting, or relevant areas.
- Sound knowledge of health and development, and an understanding of the main challenges for health systems and service improvement in the Pacific and the broad range of health development partners involved in this work.
- Extensive experience in financial management with applied knowledge of effective processes of internal control, and the broader procurement compliance/audit function, preferably in the health sector.
- Proven success in individual and organisational capacity development and sustainability of efforts, particularly the demonstrated ability to effectively share knowledge, mentor, and coach people.
- Outstanding communication and interpersonal skills, including the ability to build effective relationships, influence change, and manage the expectations of multiple stakeholder groups.
- Resilience, self-reliance, and professional integrity, including the ability to maintain a constructive approach to work and interpersonal dealings, particularly during times of pressure and on sensitive issues.
- Understanding of the importance of cross-cutting development issues, such as gender, anti-corruption, and disability.
- Good analytical skills and track record of teamwork, and ability to produce quality results and outputs under pressure with minimal supervision
