About the Australia–PNG Law and Justice Partnership (APLJ)

APLJ is the next phase of Australia’s investment in strengthening the delivery of law and justice services in Papua New Guinea 2024-27.  

APLJ seeks to contribute to PNG’s law and justice sector capacity to provide inclusive, safe, secure and accountable law and justice foundations for peaceful and prosperous communities, equitable economic development and private sector growth. 

The program aligns with Government of PNG (GoPNG) law and justice sector goal of ‘building peaceful and prosperous communities together’.  

APLJ has a strong focus on addressing gender equality, disability equity and social inclusion (GEDSI): this includes continued and strengthened attention to gender-based violence and strengthened opportunities for women in leadership, as well as increased focus on the engagement of persons with a disability and other particularly marginalised populations.  

 The program will employ robust Monitoring, Evaluation, Research, Learning, and Adaptation methodology to assess APLJ progress and performance, drive knowledge and learning, and promote continuous improvement.  

 

The Role

The Law and Justice Sector Secretariat (LJSS) Support Adviser will play a crucial role in enhancing the coordination and effectiveness of PNG’s law and justice sector. Working closely with the LJSS Director and team, the Adviser will assist in preparing strategic policy papers, supporting research, and facilitating collaboration between national and subnational levels. The role involves coordinating sector activities, fostering linkages with provincial partners, and supporting joint sector initiatives, with a strong emphasis on GEDSI.

 

Key Responsibilities:

  • Work closely with the LJSS Director and team to implement objectives and direction laid out by the NCM
  • Assist in the preparation of information briefs and strategic policy papers for law and justice sector leadership
  • Support research and information gathering for law and justice sector leadership meetings and deliberations
  • Support agencies through the LJSS to collaborate and align policies, strategies, plans, resources, and reporting between national and subnational levels
  • Coordinate law and justice sector activities, including NCM and SPGM meetings
  • Facilitate linkages between national law and justice agencies and provincial partners
  • Support broader joint sector activities supported by APLJ, including GEDSI and MERLA activities
  • Represent APLJ on relevant policy, technical working groups, and committees as requested
  • Facilitate learning and information sharing with the team and stakeholders in the APLJ program
  • Develop opportunities to strengthen access to justice and services by women, girls, people living with disabilities, and other vulnerable groups
  • Support fulfilment of all relevant aspects of APLJ’s MERLA requirements

 

Experience and Knowledge:

  • Relevant tertiary qualifications applicable to Law and Justice, International Development, or other relevant qualification
  • In-depth knowledge and understanding of the GoPNG Law and Justice system at national and subnational levels
  • Experience working with government, NGO, and CSO counterparts, including technical advisers and other specialists
  • Experience in policy/institutional reform design and implementation
  • Experience in coordinating with multiple partners
