The Pacific Humanitarian Warehousing Program (PHWP) Infrastructure Specialist Unit (ISU)

The Pacific Humanitarian Warehousing Program (PHWP) is a Pacific led, multi-donor investment to enhance humanitarian warehousing capability in 14 Pacific Island countries and Timor-Leste. Participating countries include Cook Islands, Federated States of Micronesia, Fiji, Kiribati, Nauru, Niue, Palau, Papua New Guinea, Republic of Marshall Islands, Samoa, Solomon Islands, Timor-Leste, Tonga, Tuvalu and Vanuatu.

Key responsibilities

  • Lead the development and implementation of the PHWP ISU policies, procedures, systems and guidance documents specific to the PHWP ISU, aligned with Tetra Tech guidance, DFAT requirements and best practice.
  • Contribute to all safeguarding aspects of the PHWP ISU activities, including support to contracting for goods, services or construction works and ensuring those procurements and contracts are consistent and compliant with safeguarding requirements.
  • Ensure that safeguarding measures and considerations are effectively integrated into activity design, planning and execution phases.
  • Conduct Environmental and Social Impact Assessments (ESIA) and screening of activity proposals to support early identification of safeguarding risks, and the associated development of Environmental and Social Management Plans (ESMP), solution strategies and mitigation measures, including training and capacity building where relevant. As required, oversee and/or support the procurement and management of environmental and social safeguarding consultant services for the PHWP ISU to ensure consistency and coherence.
  • Monitor and identify safeguarding risks during construction and brief construction teams to establish oversight mechanisms for the PHWP ISU activities.
  • Consult with project stakeholders (internal and external) on safeguarding requirements and monitor compliance during activity-level planning and implementation.
  • Develop strong relationships with safeguarding stakeholders from other partners currently implementing projects within the Pacific, to learn, understand and share safeguarding approaches and actions to connect and contribute to a safeguarding community of learning.

Selection criteria

  • Degree(s) or equivalent professional qualifications in a relevant or related discipline (e.g. development, social sciences, humanitarian, environmental safeguards) or equivalent professional experience.
  • Demonstrated experience (five years or more preferred) in implementing environmental and social safeguards focused projects, ideally in Pacific / remote contexts.
  • Experience working in an international context, with experience in international development, humanitarian assistance, infrastrucuture or other relevant experience preferred.
  • Demonstrated ability to build and maintain strong relationships with a diverse range of stakeholders, including local communities, Australian and Pacific government officials, and other key internal and external stakeholders.
  • Have undertaken reviews, environmental and social impact assessments, risk assessments and monitoring activities to ensure compliance with safeguarding standards, with experience in performing investigations.
  • Experience in designing and delivering training or workshops on safeguarding compliance to diverse stakeholders, in a Pacific and/or remote context.
  • Demonstrated knowledge of Australia’s International Development Policy including the PHWP thematic areas of Green Humanitarian Action, Localisation, and GEDSI as well as Environmental and Social Safeguarding.
  • Comprehensive understanding of DFAT’s Environmental and Social Safeguard compliance standards, including child protection, PSEAH, environmental protection and health and safety.
  • Demonstrated knowledge of international Modern Slavery principles.
  • Knowledge of international humanitarian systems, institutions and donors with an understanding of application in a Pacific context.
