Program Background
The SKALA Program is a significant Australian investment designed to help Indonesia address regional disparities in development. SKALA will contribute to this objective by strengthening selected elements of Indonesia’s large and complex decentralised government system responsible for the delivery of basic services (Layanan Dasar). The SKALA Program’s core approach is to facilitate better collaboration (Kolaborasi) between Indonesian government stakeholders, at national and subnational levels, to help realise synergies (Sinergi) that will trigger improved service delivery. Moreover, SKALA will build on, and take to scale, the successes and learning from Australia’s previous 19 years of support to Indonesia’s decentralised government system. The SKALA Program is to be implemented through the following three pillars:
- Pillar 1: Stronger national level enabling environment for sub-national service delivery
- Pillar 2: Better sub-national governance for service delivery
- Pillar 3: Greater participation, representation and influence for women, people with disabilities and vulnerable groups
SKALA is implemented at the national level with an office in Jakarta and at the subnational level with offices in Aceh, Nusa Tenggara Barat, Nusa Tenggara Timur, Maluku, Gorontalo, Kalimantan Utara, Tanagh Papua. The Role
Programmers and Management Information Systems Specialists will provide skills and expertise to develop the One Data Gorontalo (GSD) application design into a Village Information System (SID) and interoperability between GSD and SEPAKAT to assist the Gorontalo Provincial Government in improving the implementation of Satu Data Indonesia in Gorontalo Province.

About You
Specific Responsibilities
Under general guidance from Lead – Gorontalo, the position will be accountable to the Provincial Engagement Specialist (PES) for the following:
- Conduct studies and analyzes of the existing data and information management systems in Gorontalo, but not limited to the implementation of Satu Data and GSD including the status of their governance.
- Technical support for the development of GSD into a Village Information System (SID) to support updating Social Registration Data (Regsosek) and its connections whit the implementation of Satu Data Indonesia in Gorontalo Province.
- Providing technical input on GSD interoperability opportunities with other systems, both regional and central, such as SEPAKAT and Open Data Gorontalo.
- Writing web application code and creating APIs for integrated system.
- Review and revise the GSD platform and prepare adjustments to GSD business processes and architecture for integration opportunities with other systems.
- Provide technical input regarding minimum infrastructure requirements at the Provincial, District and Village levels to support GSD running well.
- Collaborate with internal stakeholders on development, understand and resolve software issues independently, with minimal supervision, such as Dinas Kominfotik, Bapppeda, Dinas PMD and other agencies.
- Providing support for increasing technical capacity in using the GSD system at the provincial and district levels as an Information System that is integrated with Satu Data Indonesian in Gorontalo Province.
- Provide on-call technical supports to SKALA and local government during application testing, usage, maintenance, and modification.
- Other tasks as requested by SKALA and the Gorontalo Government.
Selection Criteria
Essential
- Bachelor's degree in computer science, Information and Technology, or related field with minimum of 7 years of experience helping local governments to improve data governance.
- Experience with PHP or Python Framework and its ORM/raw SQL query. Able to write clean HTML, Python or PHP language.
- Experience with Java script framework such as VueJS / ReactJS
- Experienced in writing clean code and testable code – unit/integration /End-to-end testing.
- Proficient understanding of code versioning in Git
- Familiarity with data management systems like CKAN.
- Familiar with API integration
- Experience with CI/CD pipelines or using automation for the deployment process.
- Basic experience with Docker.
- Excellent skills and proven experience in open-source system (LINUX or UNIX) programming.
- Excellent skills and proven experience in software engineering and security systems.
- Experienced in providing support for program implementation that focuses on utilizing data digitization (information systems) for evidence-based planning and budgeting analysis.
- Strong interpersonal skills, ability to maintain working relationships with key stakeholders in government.
- Strong skills in preparing or developing data platform designs at regional level.

Demonstrate the ability to carry out capacity development and share knowledge for the Government of Indonesia and Regional Governments as well as SKALA program staff.
