Role Summary

Reporting to the DFAT Counsellor (Development) and with a high degree of autonomy, the Operations Adviser will manage a small team to deliver Mekong Australia Partnership accountability and administration functions to ensure the efficient and effective delivery of Official Development Assistance (ODA) investments across the MAP portfolio.  The position will work closely with DFAT staff to design, establish and implement core integrity and administrative measures across the entire MAP portfolio. The position will represent DFAT with external stakeholders across the Mekong sub-region, as we deepen our partnerships. This position will also work closely with Australian Posts in the Mekong subregion, implementing partners, and other Australian Government agencies based in Australia and the region.

Program Description

The second phase of the Mekong-Australia Partnership (MAP) was announced at the ASEAN-Australia Special Sumit 14 March 2024. 

The overarching goal of MAP is “The Mekong subregion is more inclusive and resilient and pursues joint solutions to shared and transboundary challenges”.  MAP is a portfolio of investments that focus on addressing climate change resilience and mitigation, water security, economic resilience, regional integration, and preventing trans-national crime, across the countries in the Mekong subregion.  It builds on previous Australian Government programs in the Mekong, in particular the lessons learned from MAP Phase 1.     

MAP implementation across the Mekong subregion is being supported by the Mekong hub, located within the Australian Embassy in Bangkok, Thailand. The Mekong Hub will provide support to the design, implementation, and monitoring of all MAP investments, working closely with Australian Government posts in the region and with DFAT Canberra. A support services contractor will provide logistical support and support activity implementation through the provision of technical advisory services.

Note: DFAT is seeking individual applicants, not responses from managing contractors or other service providers. Management fees will not be paid.
