The Law and Justice Services Adviser will support APLJ and the broader law and justice sector to strengthen the delivery of law and justice services in PNG.

Description

Location          Port Moresby, Papua New Guinea (PNG), with periodic travel to other locations.

Duration          2 years initial contract (6-month probation period) with the possibility of extension, dependent on performance and program requirements.

 

About the Program
APLJ is the next phase of Australia’s investment in strengthening the delivery of law and justice services in PNG 2024-27.

APLJ seeks to contribute to PNG’s law and justice sector capacity to provide inclusive, safe, secure and accountable law and justice foundations for peaceful and prosperous communities, equitable economic development and private sector growth.

The program aligns with the Government of Papua New Guinea (GoPNG) law and justice sector goal of ‘building peaceful and prosperous communities together’.

APLJ has a strong focus on addressing gender equality, disability equity and social inclusion (GEDSI): this includes continued and strengthened attention to gender-based violence and strengthened opportunities for women in leadership, as well as increased focus on the engagement of persons with a disability and other particularly marginalised populations.

The program will employ robust MERLA methodology to assess APLJ progress and performance, drive knowledge and learning, and promote continuous improvement.

The Role
The Law and Justice Services Adviser will support APLJ and the broader law and justice sector to strengthen the delivery of law and justice services in PNG. This role addresses accessibility, quality, service, capacity development, and compliance through improved systems and procedures.

Key Responsibilities

  • Supporting APLJ strategy on the delivery of end-of-program outcomes.
  • Assisting law and justice sector agencies in planning, implementing, and reporting on improvements.
  • Identifying and coordinating capacity development opportunities.
  • Developing guidelines consistent with relevant legislation, DFAT policies, and Commonwealth Procurement Rules.
  • Collaborating with the APLJ Infrastructure Project Manager and supporting partner organisations.
  • Working with Australian Government and other donor-funded programs for effective coordination.
  • Mentoring PNG team members and promoting the inclusion of PNG voices in program discussions.
  • Fulfilling MERLA requirements and promoting policies in all aspects of the program.

About You

  • Qualified and Experienced: You possess a law degree or equivalent qualifications and have a minimum of 5 years of senior experience in the delivery of law and justice services, preferably in PNG or a comparable environment.
  • Skilled in Capacity Building: You demonstrate a proven ability to identify capacity development needs and effectively coordinate training and development activities for project staff and partner organisations. Institutional
  • Strengthening Expertise: You have substantial experience in enhancing institutional systems and capabilities, ensuring sustainable improvements within organisations.
  • Analytical Problem Solver: You exhibit strong skills in understanding complex issues and facilitating collaborative, community-driven solutions.
  • Leadership and Collaboration: You have well-developed leadership and interpersonal skills, with a proven track record of fostering effective cross-program collaboration.
  • Proposal Development and Implementation: You have experience in developing and successfully implementing law and justice proposals, including managing financial aspects, logistics, compliance, and reporting.
  • Evidence-Based Management: You are experienced in developing and working within MERL systems and utilising data to inform adaptive management and decision-making processes.
  • Effective Communication: You possess excellent written and verbal communication skills, with the ability to convey complex information clearly and concisely, particularly in contexts where English is not the primary language.
