About TSSP Phase 3

The PNG–Australia Transport Sector Support Program Phase 3 (TSSP3) is a critical, high-priority Australian investment that stands to make a major contribution to PNG development outcomes.

Working closely with the Government of PNG (GoPNG), TSSP3 will build on the significant body of achievements, lessons, and relationships from the past 17 years of operation and will continue to contribute to the achievement of the overarching goal of:

‘A more effective, efficient, and inclusive transport system, enabling the economic and social development of PNG.’

Gender Equity, Disability Equity, and Social Inclusion (GEDSI) and Social and Environmental Safeguards, Locally Led Development (LLD), Climate Change and Disaster Resilience (CCDR) and Monitoring, Evaluation, Research, Learning and Adapting (MERLA) are a key focus for the program and are integrated into all TSSP3’s activities and operations.

This phase of TSSP3 will run from November 2023 to November 2028.

About the Role

Reporting to the Transport Governance Lead (and under the broad direction of the Transport Sector Director), the Governance and Sector Development Manager will support the Governance team and the broader TSSP3 team to engage with PNG Transport Sector stakeholders, to enable the achievement of TSSP3’s End of Program Outcomes.

In close coordination with TSSP3’s subsector managers and leads, the Governance and Sector Development (GSD) Manager will support the implementation of Project Implementation Plans (PIPs) across the transport sector agencies. The GSD Manager will provide regular updates to the Transport Governance Lead.

The GSD Manager will be responsible for identifying opportunities to enhance TSSP3’s engagement with key stakeholders, ensuring the effective delivery of program inputs, providing analytical advice to improve the effectiveness of program delivery, managing, and coordinating program activities and contributing towards reporting of progress against program objectives.

About you

Selection Criteria:

To be successful for this role, you must possess the following including, but not limited to:

  • Relevant tertiary qualification and post graduate qualification (would be preferred but not compulsory) applicable to governance, transport, infrastructure, economics, or international development
  • A minimum of 7 years’ relevant work experience in international development or equivalent work experience in the governance, policy development and program implementation area, with demonstrated engagement with GoPNG agencies and development partners
  • Strong understanding of the transport sector in Papua New Guinea (which includes roads, maritime and aviation sub-sectors) or ability to quickly develop a thorough understanding
  • At least 4 years of management experience managing specialist teams and working productively with corporate services
  • Proven ability to foster and develop strong relationships with Government of PNG counterparts and manage complex stakeholder relationships
  • Excellent written and verbal communications skills, including the ability to convey complex information in a manner easily understood by non-experts
  • A good understanding of public sector systems, processes and reporting requirements is a significant advantage
  • Experience working in Papua New Guinea or the Pacific or similar developing country context
  • Knowledge, understanding and / or experience of applying GEDSI, CCDR and safeguards
