About TSSP Phase 3
The PNG–Australia Transport Sector Support Program Phase 3 (TSSP3) is a critical, high-priority Australian investment that stands to make a major contribution to PNG development outcomes.
Working closely with the Government of PNG (GoPNG), TSSP3 will build on the significant body of achievements, lessons, and relationships from the past 15 years of operation and will continue to contribute to the achievement of the overarching goal of:
'A more effective, efficient, and inclusive transport system, enabling the economic and social development of PNG.'
Gender Equity, Disability Equity, and Social Inclusion (GEDSI) and Social and Environmental Safeguards, Locally Led Development (LLD), Climate Change and Disaster Resilience (CCDR) and Monitoring, Evaluation, Research, Learning and Adapting (MERLA) are a key focus for the program and are integrated into all of TSSP3's activities and operations.
This phase of TSSP3 will run from November 2023 to November 2028.
About the Role
In close collaboration with the TSSP3 Team Leader and Deputy Team Leader, the Transport Director (Director) will oversee TSSP3's national transport sector portfolio, encompassing roads, aviation, and maritime sub-sectors, to meet the program's goals. The Director will adapt to changing priorities and opportunities, adeptly navigate a complex operational environment and political landscape, and take a proactive stance towards project management, advisory oversight, milestone delivery, technical coordination, and support to PNG Transport Sector Agencies (TSAs).
Fostering a culture of excellence and client-centric service delivery, the Director will ensure the program's implementation meets high standards, promotes innovation, and prioritises GEDSI, Inclusion, Safeguards (social and environmental), Localisation, and Climate Change and Disaster Resilience (CCDR). Leveraging exceptional communication and relationship management skills, the Director will drive effective engagement with TSA partners and facilitate the enhancement of the PNG-Australia Partnership. Additionally, the Director will provide leadership, support, and management to the aviation, roads, maritime, and transport governance sub-sector Leads.
As a key member of the TSSP3 Senior Management Team, the Director will actively contribute to ensuring a unified approach with the TSSP3 leadership team in Australia's assistance to PNG's transport sector.
Selection Criteria:
To be successful for this role, you must possess the following including, but not limited to:
- A minimum of 10 years' experience in senior management roles within the international development sector, preferably with a managing contractor
- Significant experience in large-scale multi-stakeholder project/program delivery and demonstrated exceptional strategic leadership skills
- Demonstrated ability to lead, support and manage large multi-discipline teams of technical advisers and other specialist experts
- Demonstrated excellence in managing quality deliverables, particularly in reporting and project and program management of donor-funded activities
- Proven ability to foster and develop strong relationships with senior Government counterparts, preferably in the Pacific region, with a recognised track record in navigating political sensitives and proficiency in diplomatic communications
- Demonstrated understanding of business case and feasibility study development, procurement, contracting and delivery of infrastructure projects in a management role, including familiarity with standard forms of contract used internationally
- Knowledge of global best practice approaches toward cross-cutting issues including GEDSI and climate change and disaster resilience
- Experience working in Papua New Guinea, the Pacific or similar developing country context.
