About the Project - The Humanitarian Logistics Capability (HLC) contract is a partnership between The Palladium Group and the Department of Foreign Affairs and Trade (DFAT). The HLC programme itself supports the Australian Government's international disaster relief efforts through the provision of logistical support, disaster relief procurement, and timely technical advice. The HLC team achieves these outcomes through the provision of high quality, multifaceted, flexible, and responsive humanitarian supply chain solutions.
About the role - The Senior Procurement Officer will support the project team in ensuring that all procurement of goods and services are conducted in a manner that demonstrates transparent value for money, is well documented and is undertaken in accordance with the principles of the Commonwealth Procurement Rules, Palladium's policies and procedures and best practices. This role is based in Pinkenba, on a fixed-term 12 month basis.
Key Responsibilities
• Responsible for the efficient coordination and management of Procurement functions.
• Drive the development and strengthening of the broader procurement expertise across the program
• Responsible for maintaining and updating HLC Procurement Standard Operating Procedures and Guidelines.
• Progress a procurement strategy for the HLC program.
• Prepare and implement Procurement plans in line with principles of Australia's Commonwealth Procurement Rules.
• Coordinate and monitor procurement plans and trackers across HLC.
• Responsible for sourcing the right equipment, supplies, and services in support of HLCs project objectives.
• Manage procurement requests, prepare comparative bid analysis and other bidding documents for approval.
• Assist in identifying and analysing compliance risk in project procurement processes by undertaking due diligence processes.
• Draft Purchase Orders, subcontracts, vendor / service agreements and other legal agreements.
• Develop and maintain strong supplier relationships.
• Prepare, submit and manage project credit applications.

About You
• Extensive relevant work experience, or degree in relevant discipline (Procurement or Supply Chain Management, project management, business administration).
• Demonstrated competence with DFAT procurement systems and processes, Commonwealth Procurement Rules, DFAT Fraud Control guidelines and policies and contracting.
• Strong attention to detail and accuracy within all aspects of work.
• Ability to develop strong relationships with internal and external stakeholders.
• Sound problem solving and decision-making skills.
• Ability to work at a face pace, with a low level of supervision and as a part of a team.
