Program Background
DT Global supports the implementation of PROSIVU on behalf of the Australian Government.
PROSIVU is the next phase of Australia's governance support to Timor-Leste. The program will extend Australia's longstanding partnership with Timor-Leste in support of good governance and economic policy development. It is Australia's primary program for providing support to Timor-Leste's central government agencies and economic line-ministries.
The goal of Australia's Timor-Leste development program is to support the Government of Timor-Leste (GoTL) to achieve the social and development outcomes from its Strategic Development Plan. PROSIVU will contribute to this goal through three end of facility outcomes:
(a) stronger, more inclusive economic growth.
(b) sustainable public finances; and
(c) better public administration.
These three outcomes constitute the basis of PROSIVU's three workstreams.
The aim of support for stronger, more inclusive economic growth is that central agencies and line ministries invest in evidenced based and inclusive economic development policies and projects that have high economic and social returns, improve outcomes for the poor and improve equality and social inclusion.
The aim of support for sustainable public finances is central agencies, led by the Ministry of Finance and Prime Minister's Office, improve the performance and inclusivity of public expenditure, and diversify and increase domestic revenue collection.
The aim of support for better public administration is central agencies, led by the Civil Service Commission and the Presidency of the Council of Ministers, develop and invest in policies, systems and capacity to ensure public administration is inclusive, effective, performance-driven, and responsive to the needs of citizens, the private sector and civil society.

Objectives of Role
The objectives of the role are to provide advice and assistance to SEFOPE in relation to the DBS, including in areas of planning, budgeting, monitoring, and reporting. This will include supporting coordination between SEFOPE, other Timor-Leste government agencies, Australia's Department of Foreign Affairs and Trade (DFAT) and other partners. Coordination with the Pacific Labour Facility and Australia Pacific Training Coalition will also be essential. Support will focus primarily on SEFOPE's National Directorate for Overseas Employment (DNEE), National Directorate for Training and Employment (DNFP) and corporate areas, and to a lesser extent, the Secretariat for National Employment (SENE).
Roles and Responsibilities
Technical activities
Responsibilities will include to assist SEFOPE to:
Prepare and execute budget and implementation plans for DBS funding.
Adhere to the terms and conditions of the DFA
Training and knowledge transfer
Increase SEFOPE expertise in areas of planning and budgeting, including through working collaboratively and mentoring.
GEDSI
Where possible, reporting should include gender disaggregated data and capture GEDSI outcomes.
General
Prepare monthly plans and reports for PROSIVU as required, including adviser monthly reports, Stories of Significant Change (SSCs) and participate in PROSIVU activities, such as briefings and planning sessions, review and reflections, adviser meetings and program reviews and other M&E related events from time to time.

About You
Essential Experience and Knowledge
Relevant tertiary qualifications (for example, in economics, financial management, public administration) and considerable relevant work experience, preferably coordinating complex programs of economic or other development support.
Fluent in English language, both oral and written, and ability to interpret and translate between English and Tetum languages.
Desirable Experience and Knowledge
Experience working with donor-funded development programs.
Experience working with direct budget support.
