About the Project - The Humanitarian Logistics Capability (HLC) contract is a partnership between The Palladium Group and the Department of Foreign Affairs and Trade (DFAT). The HLC programme itself supports the Australian Government's international disaster relief efforts through the provision of logistical support, disaster relief procurement, and timely technical advice. The HLC team achieves these outcomes through the provision of high quality, multifaceted, flexible, and responsive humanitarian supply chain solutions.

About the role - The Senior HR Officer will be responsible for a range of talent acquisition, generalist human resources and personnel support functions (IR and ER), as well as playing a key role in developing and strengthening a high-performance team culture. The Senior HR Officer will develop and implement a project-tailored approach to talent mapping, professional development, performance assessments, policy development and individual coaching, to harness team members potential and exploit new opportunities for growth. Based in Pinkenba, QLD, on 12 month fixed-term.

Key Responsibilities
Provide leadership, support and direction to field support operations and teams involved humanitarian response activities, from project start up to close.
Develop and implement HLC People Strategy including supporting efforts such as job-need analysis, talent-mapping, employee development and employee engagement and retention initiatives.
Ensure HLC is compliant with employment law, industrial & employment relations and awards and can demonstrate equity in all HR functional aspects.
Manage end-to-end recruitment functions for all HLC consultants and employees.
Manage all onboarding and off boarding processes, including redundancies and the full, employee life cycle.
Review, align and recommend salaries in line with DFAT's Adviser Remuneration Framework and other members of the team.
Support workforce management issues, providing guidance to HLC Team Leader and Line Managers to ensure best practices are followed to resolve, including any performance, misconduct and grievance issues.
Collect professional development data and assist with training and development of team employees.
Support the deployment of response-rostered personnel as required to enable delivery of people-based support to humanitarian responses.

About You
Strong experience in Human Resources, Talent Acquisition and Personnel Management including appropriate academic qualifications or relevant experience.
Demonstrated ability to build and develop strong working relationships across diverse stakeholder groups.
Experience or demonstrated ability to develop, implement and manage program-level HR initiatives, ideally within an international development project.
Solid understanding of Australian Employment legislation and processes.
Excellent command of both verbal and written English.
Strong attention to detail and accuracy within all aspects of work.
A high degree of personal initiative, enthusiasm for the work, strong organisational skills.
