The Opportunity:

The purpose of the PHR MEL Adviser role is to:

• Ensure the quality of PHR activities in Kiribati
• Coordinate and support implementation and management of Monitoring, Evaluation and Learning (MEL) in line with DFAT
PHR requirements
• Support or create systems, processes, procedures and tools to support the implementation of the Monitoring, Evaluation and Learning Framework
• Support the work of PHR coordinator adviser

Specific Duties:

The adviser will work closely with the PHR Coordination Adviser, DFAT Post (KAHSP) and MHMS to coordinate and support implementation and management of a monitoring, evaluation and learning framework in line with DFAT PHR requirements.

1. In partnership with the MHMS, support the implementation of PHR activities in Kiribati, ensuring quality outcomes:

a) Support implementation of the PHR monitoring, evaluation and learning (MEL) system in Kiribati (both on an individual programmatic level, and for the broader PHR effort in Kiribati)
b) Lead monitoring, collation of data for PHR activities in Kiribati and provide strategic advice to the Australian High Commission (AHC) in Kiribati, Global Health Division (GHD) in Canberra, MHMS and other PHR stakeholders on the Kiribati PHR activities
c) Support annual performance assessment and reporting processes for PHR Kiribati
d) Ensuring PHR MEL frameworks are aligned with the MHMS MEL Framework and DFAT health bilateral program (KAHSP).
e) Ensuring GEDSI analysis are considered throughout implementation and are integrated across the PHR activities where possible.

2. Support development of documents and systems to support Monitoring, Evaluation and Learning (MEL):
a) Document and safeguard Monitoring Evaluation and Learning strategy and framework systems for the PHR program in line with DFAT systems including to ensure necessary reporting occurs in line with PHR and MHMS requirements.
b) Support MHMS to engage with PHR projects in Kiribati, in consultation with key internal and external stakeholders, to ensure MEL outputs are achieved.
c) Facilitate PHR MEL activities (e.g. MEL coordination for MHMS with PHR partners)
d) Coordinate and support review and continuous improvement of PHR MEL, including application of lessons learned through MHMS development and review processes.

3. Support communications and reporting:

a) Monitor, analyse and provide strategic advice on activities under PHR in Kiribati as required
b) Support MHMS to conduct necessary MEL reporting to meet DFAT’s PHR programming requirements
c) In collaboration with GHD’s Communications Team, support PHR communications and reporting, including contributing to reporting on DFAT’s regional health programs and outcomes in Kiribati
d) Synthesise partner reporting into a country factsheet summarising bilateral and regional health programs to meet internal reporting needs

4.Perform other duties as may from time to time be required.

Key Requirements:

• Demonstrated knowledge of and experience in planning and implementing Monitoring, Evaluation and Learning (MEL) systems and activities
• Experience working with diverse stakeholders including partner governments, multilateral organisations, donors, implementing partners and others.
• Experience working in international development.
• Undergraduate degree in public health, international development, research design, monitoring and evaluation, public policy or other related field.
• Research, analysis, planning and performance reporting skills.
• Understanding of gender equality and disability inclusive development principles and practices.
• Demonstrated ability to liaise with multiple, diverse stakeholders, and build and maintain strong relationships with key stakeholders.
• Demonstrated ability to work autonomously and make decisions under the support and general direction of Post.
• Fluency in English and Taetae ni Kiribati
• Demonstrates cross-cultural competence, values diversity, and treats all people with dignity and respect.

Desirable Experience:

• Postgraduate degree in public health, international development, research design, monitoring and evaluation, program evaluation, impact evaluation, public policy or other related field.
• Demonstrated knowledge of Australia’s relationship with, or interests in Kiribati, including history of relations, current context, risks and opportunities, and key stakeholders.
