The Opportunity:
The purpose of the PHR Partner Coordination adviser, Kiribati role is to:
• Ensure the effectiveness of PHR activities in Kiribati.
• Ensure coherence of PHR activities and alignment with partner government priorities.
• Support Post to have a high level of visibility of PHR activities and maximise synergies and avoid duplication with bilateral
programming.
• Support MHMS management of PHR activities.
• Support the work of the PHR Monitoring, Evaluation and Learning Advise
Specific Duties:
The adviser will work closely with the PHR MEL Adviser, DFAT Post (KAHSP) to support MHMS to manage and coordinate PHR activity implementation:
1. In partnership with the MHMS, support the implementation of PHR activities in Kiribati, ensuring effectiveness:
a) Oversee implementation of PHR activities in Kiribati from within MHMS, ensuring good practice development and public
health approaches in alignment with the DFAT development performance framework.
b) Provide technical inputs and advice to support implementation of PHR activities related to health policy, GEDSI or other
priority areas.
c) Develop strong relationships with MHMS and ensure PHR activities support MHMS priorities where possible, ensuring
the success of PHR activities.
2. In partnership with MHMS, support alignment and coordination of PHR Kiribati activities with MHMS and other health
stakeholder activities:
a) Lead the preparation of clear PHR workplans, progress reports and risk assessments and ensure AHC and GHD have
full visibility.
b) MHMS, GoK and AHC Kiribati (Post) strategic plans and priorities.
c) Build strong relationships with a broad range of stakeholders including partner government officials, multilateral
organisations and donors to build networks and anticipate and respond to stakeholder needs and expectations.
d) Actively engage with MHMS-led sector coordination events and ensure PHR activities are well aligned with agreed
national priorities and Australia’s bilateral health program.
3. Lead public diplomacy activities for PHR Kiribati, ensuring a high level of visibility for programming.
a) Work with the AHC Kiribati to identify public engagement and dialogue opportunities, including how PHR partners can
contribute to enhance visibility of PHR activities in Kiribati.
b) Support DFAT priorities and engagement with PHR, such as official travel to Kiribati and visits, including the preparation
of programs and briefings.
c) Support development of high-quality communication and public diplomacy materials.
4. Perform other duties as may from time to time be required.
Key Requirements:
• Experience liaising with diverse stakeholders including partner governments, multilateral organisations, donors,
implementing partners and others.
• Experience working in health sector and/or international development.
• Undergraduate degree in public health, international development, or other related field.
• Strong aid management, development and health policy skills.
• Demonstrated program management skills, including the ability to independently manage projects.
• Understanding of gender equality and disability inclusive development principles and practices.
• Demonstrated ability to liaise with multiple, diverse stakeholders, and build and maintain strong relationships with key
stakeholders.
• Demonstrated ability to work autonomously and make decisions under the support and general direction of Post.
• Fluency in English and Taetae ni Kiribati
• Demonstrates cross-cultural competence, values diversity, and treats all people with dignity and respect.
Desirable Experience:
• Postgraduate degree in public health, international development, or other related field.
• Demonstrated knowledge of Australia’s relationship with, or interests in Kiribati, including history of relations, current
context, risks and opportunities, and key stakeholders.
