About the Program
Australia PNG Law and Justice (APLJ) is the next phase of Australia’s investment in strengthening the delivery of law and justice services in Papua New Guinea 2024-27.

APLJ seeks to contribute to the PNG law and justice sector’s capacity to provide inclusive, safe, secure, and accountable law and justice foundations for peaceful and prosperous communities, equitable economic development, and private sector growth.

The program aligns with Government of Papua New Guinea (GoPNG) law and justice sector goal of ‘building peaceful and prosperous communities together.’

APLJ has a strong focus on addressing gender equality, disability equity and social inclusion: this includes continued and strengthened attention to gender-based violence and strengthened opportunities for women in leadership, as well as increased focus on the engagement of persons with a disability and other particularly marginalised populations.

The program will employ robust monitoring evaluation research, learning and adaptation (MERLA) methodology to assess APLJ progress and performance, drive knowledge and learning, and promote continuous improvement.

The Role

The Manager CJIF will manage a new Community Justice Innovation Fund that will support ideas and initiatives from civil society and non-state actors to represent the needs and priorities of communities and engage constructively with government and justice agencies to encourage more user-focused and people-centred justice services.

The Manager will be part of a design team that will apply knowledge and what works from similar funds, both globally and in PNG, including DFAT’s Building Community Engagement in PNG and Incentive Fund 5, to develop an innovative, accessible fund to support community safety and justice initiatives across PNG.

The Manager will then administer the Fund, supporting APLJ teams in program locations to identify and assist local organisations in applying for, delivering and reporting on CJIF funds and aggregating learning.

About You

To be successful in the role you will need the following:

Tertiary qualifications related to program management, justice, gender/social studies, international development.
Strong technical background in a field related to the role, such as community/civil society engagement, social and behaviour change, safety, law and justice, gender, and inclusion, addressing gender-based violence.
Experience in the design and implementation of community-led and/or grants-based programs.
Experience delivering outcomes or advocacy for gender equality and or disability equity.
Experience strengthening the capabilities of community-based organisations, communities, and program personnel.
Experience implementing and managing program policies and procedures, to ensure compliance with grant award requirements, fraud policies and safeguards.
Well-developed written and verbal communication skills.
Flexible, curious mindset, open to learning and adaptation that may not have been planned.
