About the Program

The PNG Australia Transition to Health (PATH) is a five-year (2020-2025) health sector program funded by the Australian Government under the Papua New Guinea – Australia Partnership for Development. PATH works with the PNG Government to improve coverage and quality of health services for the people of PNG through effective, equitable, efficient, and inclusive interventions.

PATH is guided by the National Department of Health (NDoH), Provincial Health Authorities (PHAs) and the Bougainville Department of Health (BDoH) who are responsible for the delivery of health services across PNG.
PATH assists NDoH, PHAs and BDoH to strengthen systems for health service delivery targeting infectious diseases, and reproductive, maternal, newborn child and adolescent health, with a focus on promoting women’s leadership.

PATH’s end of investment outcomes (EOIO) are:
• PHA’s more able to lead provincial health reform and manage effective, efficient, equitable and quality essential health services in selected provinces.
• DFAT funded health services are demonstrating efficient and effective models of service delivery, influencing Provincial Health Authority (PHA) performance; and building sustainability by transitioning to PHA management in selected provinces.
• PATH’s intermediate outcomes (IOs) address: PHA Leadership, Women in Leadership and Essential Health Services.
• PATH is a locally led, adaptive, and politically informed program that seeks to maintain flexibility to respond to changing and local circumstances over the life of the program.

Position Overview

Context

The Pharmaceutical Society of Papua New Guinea (PhSPNG) was established in September 2004 as a professional body to support pharmaceutical services and practice in PNG. The organisation’s main objectives include providing technical advisory services to the Government of Papua New Guinea (GoPNG) for the training and development of pharmacists, science and research in pharmaceutical practice in PNG and in the global arena, and drug and supply chain management issues in PNG. The Society has provided a national point-of-reference for members for 20 years and commenced a database for coordination purposes. The Society’s key objectives are strengthening engagement and capacity of Society members, providing technical advisory services to the Government of PNG, and addressing drug and supply chain management issues.

The Pharmaceutical Society Strengthening Project (PhSSP) supports the implementation of establishing a dedicated functional office, development of key organisation policies, guidelines/procedures and, to facilitate updating of the Society Strategy, updating of the Society constitution and updating the membership database and update the website as well as training of the executive management team.
The project aims to engender essential organisational governance and management practice, produce policy documentation, and progressively introduce competency standards to its members. These initiatives are intended to develop the Society's capacity to engage effectively with members and other stakeholders, ultimately bridging the developmental gap in pharmaceutical service delivery in PNG.
The project aligns with the overarching objective of health system strengthening in PNG through institutional capacity building. Investing in the Society's capabilities will yield long-term benefits for pharmaceutical practice in the country. Importantly, the project aligns with the strategies and plans of the Department of Foreign Affairs and Trade (DFAT) on development assistance, the PNG National Health Plan (NHP) for 2021 to 2030 and is consistent with PATH’s Logic Framework. This alignment positions the project as a strategic initiative contributing to the broader healthcare development goals in PNG.

Purpose

The Organisational Capacity Development Specialist is a short-term position tasked with the responsibility of assessing the institutional capacity of the PhSPNG and providing strategic plans for institutional capacity building. The Organisation Capacity Development Specialist in his/her institutional capacity assessment and capacity building plans ensure that essential organisational governance and management practice, policy documentation are in place. Analysing data and creating reports to identify trends and opportunities for improvement. Collaborating with other departments to ensure that the organization is aligned with its mission and goals.

These initiatives are intended to develop the Society's capacity to engage effectively with members and other stakeholders, ultimately bridging the developmental gap in pharmaceutical service delivery in PNG.

The Organisational Capacity Development Specialist will work in collaboration with the PhSPNG President and Executives and PATH to carry out these institutional assessments and develop strategic capacity building.

Accountabilities

Reporting directly to the PhSPNG’s President, Executive members and the Senior Program Manager – PATH the Organisational Capacity Development Specialist will ensure that the overall capacity of the Society’s processes and functions – including but not limited to Governance, Organisational Management, Program Management, Human Resources and Financial Management are assessed, gaps identified and a capacity building plan is put into place for the Society to be fully functional as an organisation able to manage its independent funding to progress the Society’s strategic goals.

About You

For applications to be considered, a response to the key selection criteria below must be provided.

• Have an advanced degree in Psychology, Human Resource, or a business-related discipline.
• Minimum of 10 years’ experience in organisational development, organisational psychology, human resources, or a business-related discipline.
• Working with government and international organisations will be preferred.
• Demonstrated excellent communication, facilitation, analytical, and inter-personal skills.
• Good understanding of PNG’s constitution, national policies, and institutional structure and processes.
• Extensive knowledge of skills development and capacity-building strategies.
• knowledge of DFAT Commonwealth governance functions is required.
