Tetra Tech International Development has been contracted by the Australian Department of Foreign Affairs and Trade (DFAT) to support the delivery of the Aus4ASEAN Futures Program. We are seeking expressions of interest from experienced international development professionals who are passionate and motivated to contribute to the strengthening of Australia-ASEAN relations.

The opportunity:

Aus4ASEAN Futures is a $204 million investment over ten years. It will support activities in the ASEAN Economic Community (AEC), ASEAN Socio-Cultural Community (ASCC) and the ASEAN Political Security Community (APSC), enabling Australia to engage with ASEAN across a diverse range of strategic and emerging areas. Developing stronger links across a wide range of themes, the Program will increase connections with ASEAN and more effectively support a more resilient and integrated region.

Key responsibilities:

We require a diverse range of skill sets and capabilities from dynamic experts to be part of a Panel of Technical Experts who will support the Program’s requirements in economic, connectivity, political and socio-cultural matters, including expertise across the following sectors:

As a member of our panel, you will embrace diversity and collaboration, work with a multicultural ASEAN team and play a vital role in providing high-quality technical inputs and delivering solutions that make a difference to the ASEAN initiatives. Members of the Technical Panel will be engaged based on assignments agreed between DFAT and the ASEAN Secretariat (ASEC).

These may include, but are not limited to:

- Working with the Aus4ASEAN Futures Program Team and ASEC to provide strategic policy advice and technical guidance (i.e. review of literature, situational analysis, project design, MERL frameworks, evaluations, cost-benefit analysis, baseline/endline surveys, and risk analysis) on ASEC and DFAT priority sectors
- Facilitating workshops/dialogues with ASEAN Member States (AMS)
- Designing and delivering capacity-building activities for ASEC and AMS officials
- Conducting scoping studies
- Drafting policy and position papers

Selection criteria

We are looking for international development professionals who have:

- Worked in at least three AMS, including Timor-Leste
- Outstanding stakeholder relationship and communications skills
- Provided technical assistance to the ASEC or ministries/departments of AMS (desirable)
- Been involved in the implementation of DFAT-funded programs (desirable)
- The ability to assess and mitigate risks, adhere to principles such as 'do no harm,' and safeguards such as Gender Equality, Disability and Social Inclusion (GEDSI), Child Protection and the Prevention of Sexual Exploitation, Abuse and Harassment (PSEAH)

Applicants must have at least a Master’s Degree and be recognised as thought and practice leaders in their sector of expertise
