Program Background

DT Global has been engaged by the Department of Foreign Affairs and Trade (DFAT) to manage the Building Community Engagement in Papua New Guinea (BCEP) Program. BCEP represents a significant investment in promoting participatory democracy in PNG, with a goal to strengthen citizen-government engagement for improved service delivery and provision of public goods. The BCEP program consists of five distinct, but inter-related thematic components that are managed as an integrated whole and implemented using a portfolio of partners .

The Role

BCEP is seeking to engage a firm or individuals to undertake a rapid review of an ICT4D investment.


The review team will consist of the following:


Team Leader and Lead Evaluator who will plan and design the review based on the scope of services and lead the development of the aide memoir and review report and any presentations to stakeholders.


PNG Political Economy Expert who will carry out the political economy analysis related to the project and lead interviews with government stakeholders.

ICT4D Product Developer who will support the assessment of the product development design process, implementation, and sustainability.
