The Program
The Australian Regional Trade for Development (RT4D) Facility is a AUD46 million Australian Government initiative that will support effective implementation of the ASEAN-Australia-New Zealand Free Trade Agreement (AANZFTA) and the Regional Comprehensive Economic Partnership (RCEP) Agreement to secure predictable, transparent, and market-based frameworks for regional trade and investment. FTA implementation is occurring within a context of shifting geostrategic relationships and the ongoing impacts of COVID-19. With both the RCEP coming into force in 2022 and an AANZFTA upgrade under negotiation, RT4D commences in a period of regional political and economic change, recalibration of national trade agendas, and uncertainty of the global power balance.

The Position
The Facility Director is responsible for managing a diverse team, program delivery, and stakeholder engagement required for comprehensive strategic direction and oversight of the RT4D Facility. They will be the key strategic and focal point-of-contact for DFAT/MFAT Steering Committee, FTA Committees and Government Agencies. The Facility Director is responsible for the delivery of shared services to build effective working relationships that support quality implementation of FTAs, ensure GEDSI twin track approaches are effectively implemented, and that high-quality MEL systems are developed and delivered.

Under close direction by and collaboration with DFAT and MFAT, the Facility Director will need to ensure that priorities of the ASEAN Member States (AMS) are closely understood and sensitively adapted to workplan activities and delivered.
Other key responsibilities include:
• Ensuring successful project and financial management, technical advisory services, monitoring and evaluation, integration of GEDSI, M&E, and program reporting to deliver a high performing RT4D Facility.
• Managing a diverse team, including technical experts, advisers, and program management specialists, located across Cambodia, Indonesia, Laos, and Vietnam.
• Leading the delivery of program activity in accordance with FTA Economic Cooperation Work Plans (ECWPs) focused on provision of priority trade-related technical assistance aligned with AANZFTA and RCEP implementation.

The Person
We are seeking a highly experienced Facility Director who has recent experience delivering economic cooperation related support in AMS, with a good understanding of the AMS, AANZFTA and RCEP contexts, including its political, economic and social environment.

The Facility Director will be the key strategic and focal point-of-contact of the RT4D Facility and must have the ability to build and maintain strong stakeholder relations. A great track record in Team Leadership roles on investments of similar scale and complexity, drawn especially from across organisations with different cultures, and demonstrated success working in a cross-cultural, multi-lingual environment (preferably in AMS) is required to succeed in this position. They will bring basic knowledge or experience across a range of sectors, ideally including, trade and investment.

The ideal candidate will also possess the following:
• Tertiary qualifications in public policy, international development, economics, or a related post-graduate qualification.
• Robust client-facing experience in economic cooperation investments.
• Experience delivering DFAT-funded investment, either in a Team Leader senior advisory or managerial role.
• Experience providing best-practice governance and/or policy reform advisory services to international partner governments.
• Experience mainstreaming gender and social inclusion across a trade related sector.
• Experience of operating in a political environment and driving reforms through public sector.
• Experience in the integration of cross-cutting themes across programs such as GEDSI, Child Protection, Environmental and Social Safeguard Policies.
• Developed leadership and project management skills, including work planning, team building, capacity development and program delivery.
• Excellent communication and analytical skills.
