The Fiji Program Support Platform (FPSP, also referred to as the ‘Platform’) is an Australian Government Department of Foreign Affairs and Trade (DFAT) funded initiative. Commencing from January 2025, it will contribute to the delivery of Fiji’s national development priorities, in line with Australia's International Development Policy, the Fiji-Australia Vuvale Partnership and the Development Partnership Plan.  

The Platform will deliver key bilateral programs, such as health, education, scholarships, social infrastructure, governance and emergency preparedness and response. Platform activities will identify and address climate risks, promote climate action, and gender equality, disability and social inclusion (GEDSI) across and beyond the sector programs.  The Fiji Program Support Platform will operate until 30 September 2029.

Summary: 

The Pacific Engagement Visa (PEV) is a new permanent visa program delivered by the Australian Government that was launched in 2024. Under the PEV, up to 3,000 visas will be allocated to Pacific and Timor-Leste nationals annually by a ballot process across participating countries. Applicants selected in the ballot are able to apply for permanent residence in Australia. 

The PEV aims to increase permanent migration from the Pacific and Timor-Leste, growing the diaspora in Australia, strengthening people-to-people links, and encouraging greater cultural, business and educational exchange. DFAT has appointed a consortium led by Icon Agency (the Icon Consortium) to deliver the Pacific Engagement Visa offshore support services. Consortium partner Island Spirit is responsible for in-country services, supporting PEV clients in each participating country through the ballot, visa application and pre-departure stages.

Position Overview

Aus4ASEAN Futures builds on the ASEAN-Australia Development Cooperation Program phase 2 (AADCPII), a highly regarded program which has provided support to the ASEAN Economic Community (AEC) for 12 years. Aus4ASEAN Futures is a $204 million, ten-year investment embedded in the ASEAN Secretariat (ASEC). It mobilizes resources through an ASEAN trust fund and uses ASEAN procurement systems, showcasing Australia's commitment to ASEAN priorities and partnership. The program supports the ASEAN Political Security Community (APSC), ASEAN Socio-Cultural Community (ASCC), and ASEAN Economic Community (AEC), enabling Australia to engage with ASEAN on various strategic and emerging issues, such as climate change, vocational education, disaster preparedness, social inclusion, and the care economy. The Strategic Communications and Public Diplomacy Adviser will ensure adherence to branding guidelines, document Program activities and achievements with high-quality strategic communications tailored to target audiences, support the ASEAN Secretariat in building strategic communications capacity, and manage public information and social media campaigns across traditional, social, and digital media platforms.

Tetra Tech International Development, the Managing Contractor for the Australia Awards in Indonesia (AAI) is seeking tenders for the design and delivery of the Strengthening the higher education system in Indonesia short course. Tenders are sought in accordance with the AAI Short Course Guidelines and as per the details more fully described in this Request for Tender (RFT) documentation.

To tender to design and deliver this course the lead business must be a Registered Training Organisation (RTO) in Australia or an Australian tertiary institution as defined in the Higher Education Support Act, 2003 Table A, B and C.

Position Overview:

We are seeking an experienced Learning and Development Specialist to work alongside the Secretary for the Department of Personnel Management (DPM). The Learning and Development Specialist will be responsible for providing high-level advice and co-facilitation of workshops for multiple agencies, assisting with the development, review, and implementation of select GoPNG agency learning and development plans.

The Australian Infrastructure Financing Facility for the Pacific (AIFFP) is Australia’s largest and most significant infrastructure investment in the Pacific. This $4 billion infrastructure initiative is actively engaging with countries in the region to significantly boost Australia’s support for infrastructure development in Pacific countries and Timor-Leste. The Facility uses grant funding combined with loans to support the development of high priority, quality infrastructure.

Over the next 5 years AIFFP plans to finance over $1 billion of Ports, Roads and Electrification infrastructure projects requiring expertise including skilled engineers, builders, electricians, plumbers, environmental scientists, accountants and project managers.  AIFFP intends to open up job opportunities for young Pacific Island professionals to develop their skills and experience in delivering the large-scale infrastructure works it finances. This is in addition to the opportunities which have been available during the project design and preparation phases i.e. with consulting teams contracted by AIFFP to undertake feasibility studies and deliver infrastructure designs.

AIFFP, through the AIFFP Support Unit (SU), requires external assistance by a PNG-based consultancy/service provider to identify, screen and create a database of potential recent and near graduates to supply a pool of work ready candidates to the contractors/consultants responsible for AIFFP project delivery.

AIFFP is seeking delivery of services through a PNG-based or substantially PNG-based firm or organisation to ensure local knowledge and insight in the identification of relevant graduates from both a location and sectoral basis.  The services and this requirement are to advance delivery of the AIFFP Local Content principle of maximising the use and upskilling of local labour and the private sector.
