Program Background

DT Global supports the implementation of PROSIVU on behalf of the Australian Government.

PROSIVU is the next phase of Australia’s governance support to Timor-Leste. The program will extend Australia’s longstanding partnership with Timor-Leste in support of good governance and economic policy development. It is Australia’s primary program for providing support to Timor-Leste’s central government agencies and economic line-ministries.

The goal of Australia’s Timor-Leste development program is to support the Government of Timor-Leste (GoTL) to achieve the social and development outcomes from its Strategic Development Plan. PROSIVU will contribute to this goal through three end of facility outcomes:

(a) stronger, more inclusive economic growth;

(b) sustainable public finances; and

(c) better public administration.

These three outcomes constitute the basis of PROSIVU’s three workstreams.

About the Role

The Team Leader is responsible for managing and implementing the technical aspects of PROSIVU, in close coordination with DT Global and the Australian Embassy in Dili. The Team Leader plays a key role in steering the program’s overall strategy, building a strong and cohesive team thatgenerates recommendations to translate agreed support into results, and will drive an ‘outward-facing’ Facility orientation, brokering partnerships with and between stakeholders, in particular DFAT and its broader Timor-Leste portfolio.

Responsibilities and Duties

PROSIVU Management

- Strategic management of PROSIVU, in close coordination with the Australian Embassy.
- Portfolio coherence: promote the leadership team, technical and cross-cutting teams to think and work across workstreams, to avoid silos and promote complementarity.
- Lead development and establishment of key PROSIVU governance mechanisms, including the PROSIVU Steering Committee and pillar-level working groups.
- Work with the PROSIVU Program Steering Committee to develop and apply activity selection criteria that promote activity alignment with workstream ToC and change strategies.
- Support Timorese-led solutions to development issues and program interventions, including by ensuring close alignment between program interventions and GoTL priorities.
- Translate agreed strategy into specific influencing activities that will support PROSIVU and government counterparts to achieve agreed reform outcomes, ensuring that interventions are politically possible as well as technically sound.
- Produce information and reports required by DT Global and the Australian Embassy to demonstrate and promote the results of the investment.
- Develop the program’s MEL systems and processes, including evidence requirements, analysis and results to be utilised for DFAT’s Annual Investment Monitoring Report;
- Build and manage a strong, cohesive project team and support PROSIVU workshops and team building activities. Promote gender equality and women’s empowerment across all aspects of the program.
- Promote disability and social inclusion, environmental considerations and other cross-cutting issues across all aspects of the program.

Selection Criteria

- Advanced tertiary qualifications in international development, public policy or a relevant discipline.
- Experience in managing and implementing a long-term, complex, governance program in a developing country context.
- A demonstrated ability to build productive and sustainable working partnerships with a variety of stakeholders (DFAT, partner governments, subcontractors, etc.) across cultures.
- Experience in leading a large team with varying levels of experience including locally engaged and international advisers.
- Experience in programming and building capacity at both the program level and government level.
- Capacity to manage a range of highly specialist advisers and build an integrated program that is understood and respected by stakeholders.
- Excellent corporate management abilities, especially management of human resources and donor relations.
- Highly developed interpersonal and cross-cultural skills, working within complex institutional structures complemented by excellent written and verbal communication skills.
- Demonstrated understanding of Australian aid policies and their practical implications with respect to aid project implementation
