The Program

The Fiji Program Support Facility (the Facility) was established in 2017 to support and implement Australia’s aid programs such as health, education, Australia Awards and governance in Fiji. The Facility also supports the Australia Awards and education programs in Tuvalu. The Facility integrates cross-cutting themes, including gender equality, disability inclusion, climate change, emergency preparedness and response and civil society engagement, across sectoral programs. In particular, the Facility seeks to strengthen program outcomes by better addressing the needs of targeted beneficiaries including those who are often marginalised.
Australia is supporting Fiji’s health sector to respond to health challenges through the Facility’s Australia-Fiji Health Program (FHP). Its high-level objectives focus on:
- Better public health and clinical health services (such as the response to COVID-19, patient safety and quality care, and
maternal and newborn care services), and
- Strengthening health systems (such as supply chain management and digital and health information).

The health program invests about FJ$8 million per annum to support the Ministry of Health and Medical Services (MHMS). This assistance is delivered through a range of modalities including technical advice, procurement of technical services and goods, capacity building and training support, and grants to civil society organisations (CSOs).
Digital and health information is a key priority for MHMS and FHP. In the MHMS Strategic Plan 2020-2025, one of the primary outcomes is to” Harness digital technologies to facilitate better health care for our patients.” This is also a key pillar of FHP’s work plan to “Enhance decision support through strengthened health information systems”. This includes strengthening MHMS capabilities to collect, manage and use data, particularly for women, people with disabilities, and vulnerable groups. With the upcoming launch of the new Fiji Digital Health Strategy 2023-2027, this role will be key to supporting MHMS achieve the benefits from digitalising.


The Position

The Project Manager will lead digital health support services for Australia’s Fiji Health Program. They will support MHMS to deliver reforms outlined in the Fiji Digital Health Strategy. The role will lead a Project Management Unit within MHMS and have 4-6 direct reports. The role will have a strong focus on project management, particularly on work planning, project implementation and tracking, identifying GEDSI entry points, technical support and advice, stakeholder engagement, and monitoring and reporting. The position will have a dual role by supporting project management functions for MHMS and supporting FHP to manage and align its investments with MHMS’s priorities.


The Person

To be successful in this role, you will hold a bachelor's degree in computer science, information systems or equivalent or a non-computer related degree with suitable experience will also be considered. You will also have significant demonstrated experience (10+years) managing information systems projects and experience working in complex enterprise infrastructure environments with previous experience monitoring activities, stakeholder coordination and management, and writing proposals, reports and other documentation.

You will be required to demonstrate a strong understanding of project management and the life-cycle of information systems and a strong understanding of database development, integration and management.

This position is locally engaged and reserved for Fiji National and Pacific Islanders. The annual salary will be between FJD 85,000 and FJD 120,000 dependent upon the successful candidate’s skills and experience.
