Program Background



DT-Global supports the implementation of PROSIVU on behalf of the Australian Government.

PROSIVU is the next phase of Australia’s governance support to Timor-Leste. The program will extend Australia’s longstanding partnership with Timor-Leste in support of good governance and economic policy development. It is Australia’s primary program for providing support to Timor-Leste’s central government agencies and economic line-ministries.

The goal of Australia’s Timor-Leste development program is to support the Government of Timor-Leste (GoTL) to achieve the social and development outcomes from its Strategic Development Plan. PROSIVU will contribute to this goal through three end of facility outcomes:

(a) stronger, more inclusive economic growth;

(b) sustainable public finances; and

(c) better public administration.

These three outcomes constitute the basis of PROSIVU’s three workstreams.

The aim of support for stronger, more inclusive economic growth is that central agencies and line ministries invest in evidenced based and inclusive economic development policies and projects that have high economic and social returns, improve outcomes for the poor and improve equality and social inclusion.

The aim of support for sustainable public finances is central agencies, led by the Ministry of Finance and Prime Minister’s Office, improve the performance and inclusivity of public expenditure, and diversify and increase domestic revenue collection.

The aim of support for better public administration is central agencies, led by the Civil Service Commission and the Presidency of the Council of Ministers, develop and invest in policies, systems and capacity to ensure public administration is inclusive, effective, performance-driven, and responsive to the needs of citizens, the private sector and civil society.

The position will be primarily based in the Research and Analytics Team, which falls under the Cross-cutting Team: The Research and Analytics Team’s focus is on:

coordinating the various pieces of research and analysis that underpin the priorities of the PROSIVU workstreams, including quality-controlling research outputs;
engaging with stakeholders in government and civil society to disseminate research findings from various studies and promoting dialogue with government and civil society on important policy issues. Activities will include social media, regular forums and workshops centred around key report findings, and working with PROSIVU Advisers in Ministries.

Objectives of Role

The primary objective of the position is to provide support to the Research and Analytics Team, especially the Team lead and Coordinator, in the activities of the team, including engaging with commissioned and potential researchers, and ensuring that PROSIVU-generated research is disseminated appropriately to policy and decision-makers. A further objective is to support the engagement activities of the Team, including working with civil society primarily through grant partners.

Roles and Responsibilities

The Research and Engagement Officer will be required to undertake the following duties:

Commissioning Research and Civil Society Engagement

Work with the Research and Analytics Team Lead and Coordinator to:

Arrange consultations among Advisers, DFAT, Government and others to identify research priorities and policy needs and scope out more specific research and engagement issues.
Coordinate with relevant partners to undertake analysis and research and engagement with civil society. This may include existing Strategic Partner (Equity Economics), Grant Partners (e.g. Monash, Oxfam, The Asia Foundation), and other emerging local institutions.
Contribute to the scoping of civil society engagement plans and new opportunities for engagement.
Provide feedback on the engagement activities of PROSIVU and Grant Partners.
Build and maintain collaborative relationships with grant partners.
Engaging with stakeholders

Work with the Research and Analytics Team leadership and research partners to determine appropriate strategies for dissemination of research findings and dialogue with civil society.
Support organising forums, workshops, and roundtable discussions with GoTL counterparts, DFAT funded programs, CSOs, Development Partners, PROSIVU Grant Partners and other relevant entities on important issues related to Timor-Leste’s economic and social development.
Disseminate agreed policy recommendations to relevant GoTL entities and work with PROSIVU advisers in ministries to identify channels for implementation and including civil society groups.

About You

The Research and Engagement Officer will have the following qualifications, experience and skills:

Qualifications

Bachelor degree in economics, public policy or related area.
Postgraduate qualifications in a related area would be highly regarded.
Experience and knowledge

Minimum five years’ experience working in economic and/or public policy, or less may be adequate if it has been in a key advisory or advocacy role.
Experience in undertaking research and analysis to underpin evidence-based policy development.
Good understanding of the political and policy context of Timor-Leste, and of the issues critical to the sustainable and inclusive economic growth of the country.
Understanding of good practice and inclusive approaches in policy development.
Experience in organising workshops or forums, including with high-profile participants.
Skills

Excellent communication, liaison and interpersonal skills, including the ability to communicate effectively with a range of stakeholders.
Ability to comprehend and analyse reports and papers, provide appropriate advice and offer practical solutions.
Ability to present in a way that is easily understandable and supports evidence-based decision making, both verbally and in writing.
Excellent English and Tetun language skills (both written and oral).
Portuguese language skills would be an advantage.
