Program Background

The Solomon Islands Infrastructure Program (SIIP) is a flagship 10-year infrastructure program funded by the Australian Government, with a budget of AUD 276 million. The program intends to improve the quality and accessibility of economic infrastructure across the provinces, delivering outcomes that contribute to broad-based, inclusive and sustainable economic growth.

SIIP will deliver a range of projects throughout the Solomon Islands in several sectors, notably transport (including wharves and ports), health, energy, water and sanitation, health facilities and community markets.

The Role
The Capacity Development Specialist will work closely with the MEL & Capacity Development Manager, Capacity Development & Training Coordinator and Policy & Technical Adviser Lead to deliver the objectives, outcomes and functions as set out in the SIIP Capacity Development Strategy. This position will also work cooperatively with the sectoral and delivery teams to provide technical guidance on the delivery of capacity development activities in SIIP projects. It is intended that the benefits from SIIP and its activities flow to Solomon Islands individuals, institutions and the infrastructure sector as a whole. In addition, SIIP will provide access to resources for a range of infrastructure stakeholders through establishing a knowledge base and centre of expertise, which will remain in Solomon Islands following the end of the program.

About You

A minimum of 10 years’ professional experience in capacity and/or organisational development specialist roles, preferably in the Pacific.

Understanding of and experience in delivering capacity building and skills transfer activities, including demonstrated ability to provide supportive advice and strengthening through training, mentoring and modelling.

Experience providing influential advice to program teams and stakeholders to deliver program outcomes.
Experience working with middle and high-level government officials and engaging with various stakeholders in developing, disseminating and communicating information and policy advice.

Ability to adhere to the requirements of working in a DFAT funded program, including compliance to DFAT procedures, policies and code of conduct.

Strong interpersonal skills and the ability to cultivate and maintain productive working relationships.

Excellent written and verbal communication skills, including the ability to communicate complex information to multiple audiences.

Qualifications in adult learning, training or another relevant field.
Ability to speak Solomon Islands Pijin (desirable).
