Abt Associates is seeking a suitably qualified individual to fill the role of Adviser - Strategic Communications with the Partnership for Human Development. Short term adviser, up to 50 days between July 2023 - June 2024, based remotely with some in-country inputs in Dili, Timor-Leste.

About the Program

The Australia Timor-Leste Partnership for Human Development (PHD) supports the Government of Timor-Leste’s Strategic Development Plan 2011-2030 and reflects Australia’s commitment to work in partnership with Timor-Leste to invest in improved wellbeing for Timor-Leste’s people. PHD aims to deliver lasting impact on the program goal: ‘People in Timor-Leste are healthier, better-educated and better able to contribute to Timor-Leste’s development.’ Through PHD, Australia supports the Government of Timor-Leste (GoTL) to deliver higher quality and inclusive services in primary healthcare, basic education and social protection.

About the Opportunity

The Adviser – Strategic Communications will work closely with the PHD Communications and Executive Teams to develop the PHD Communication strategy 2023 – 2026, ensuring it meets the needs of all stakeholders and partners. The Adviser will provide technical guidance and support to PHD in the design of Communication for Development (C4D) activities and will provide mentoring to the National Manager – Communications.

Key responsibilities will include:
• Lead the development of the PHD Communication Strategy 2023 -2026.
• Support the Communications team led by a National Communications Manager under the Performance and GEDSI Lead.
• Lead and manage, support and provide advice to the PHD executive on the PHD Communication Strategy and to the program teams for their communication needs, including DFAT and government counterparts.
• Support PHD communication products being consistent with DFAT branding guidelines, child consent and communications protocols across the program.
• Support the communications and MEL staff in the development of Communications for Development activities, including the identification of possible behaviour change objectives and messaging.
• Support the Communications and MEL team to creatively communicate program outcomes, results and success stories using a range of communication channels and underpinned by evidence.
• When requested, provide guidance and oversight to the planning, budgeting, design and production of program publications and media materials, including social media, print, photo, podcasts and video.
• Provide support in quality assurance of program communication activities to ensure they have impact, remain aligned with strategy and represent value for money.

About You

We are seeking an individual who will bring:

• Master’s degree in communications, or other relevant field.
• Demonstrated skills and experience in the development of communications strategies for international development programs.
• Excellent analytical, writing and copy - editing skills including experience in writing for a development audience and an appreciation for Australian Government public diplomacy, communications and branding protocols and standards.
• Knowledge of current and emerging communication mediums and experience with the application of a range of design tools, including tools to support Communications for Development (C4D).
• Exceptional interpersonal skills and proven experience in developing and maintaining relationships with team members, government officials, donor representatives and other key stakeholders.
• A demonstrated commitment to integrating gender equity and social inclusion into communication practices and fostering a culture of gender equity and social inclusion.
• Hands-on experience with content management systems, social media tools, and graphic design tools.
• Knowledge of the Timor-Leste context and Australian aid programs will be an advantage.
