Program Background

The Partnership to Strengthen Village Development and Municipal Administration (PARTISIPA) is an Australian Government funded program which supports the Government of Timor-Leste (GoTL) through the following components:

* PNDS: PARTISIPA continues to support the Programa Nasional Dezenvolvimentu Suku (PNDS), or National Program for Village Development, at the national level for program implementation, policy development, data and systems management. The program provides technical assistance to PNDS sub-national staff (municipal and administrative post facilitators) through the Field Support Team (FST).

* Municipal level support: Technical support to municipalities to improve service delivery and stimulate local development (consistent with government policy and current legislation). Since the start of these activities in 2019, PARTISIPA has established s mall integrated teams to provide direct support and advice to municipal authorities regarding PNDS, local governance and rural infrastructure.

* Rural water: Technical support to the Ministry of State Administration (MoSA) and Ministry of Public Works (MoPW) for improved policy and guidelines for operations and maintenance; interventions are also targeted at municipal level to support the operations and maintenance of rural water systems.

* Sub-national roads : Technical support to MoPW and municipal public works (PW) departments to execute the GoTL’s sub-national roads program (possibly also to other Ministries, such as MoSA). Support for sector reform, policy, and strategy advice and support to improve Timor-Leste’s enabling environment for good sub-national road network management. Capacity strengthening support to enable MoPW, MoSA, and municipal PW departments to perform their road management functional responsibilities more effectively and efficiently. And advice and support to help GoTL reduce the funding gap for sub-national roads upgrading, renewal, repair, and maintenance.

* Sectoral coordination: at national and municipal levels to support GoTL policies for local governance and rural development.
PARTISIPA is looking for an experienced Program Performance & GEDSI Director to be part of the PARTISIPA Senior Leadership Team. The Director will be responsible for leading PARTISIPA’s cross-cutting pillars of monitoring, evaluation & learning (MEL), Gender Equality, Disability and Social Inclusion (GEDSI) and Coordination and Communications. This position will perform a lead role in the ongoing review of program performance, results and learning against strategic priorities and will identify opportunities for continuous program improvement and innovation to support effective planning and delivery.

The Program Performance & GEDSI Director will work collaboratively across the structure of the PARTISIPA program, the Australian Embassy in Dili, and relevant line ministries to ensure effective delivery of the cross-cutting pillars of GEDSI, MEL, Capacity Strengthening and Coordination- portfolio.

The Role

Objectives of Role

- Lead the GEDSI team within PARTISIPA, provide support and leadership to best practice approaches and ensuring that GEDSI commitments are resourced and included in all aspects of PARTISIPA’s workplans and strategies

- Lead the Monitoring and Evaluation work across the PARTISIPA portfolio, including management of staff, MEL partners, and delivery of commitments in the PARTISIPA MERLA

- Lead on Cross Program Co-ordination, including the Ways of Working documents and approaches, supporting the PARTISIPA Governance mechanisms to function effectively, provide leadership to a dynamic and adaptive coordination approach across PARTISIPA

- Lead the Capacity Strengthening team, including support and leadership in development and implementation of capacity strengthening strategies across PARTISIPA components.

- Provide support to the Team Leader as required.

About You

Essential Experience and Knowledge

· Advanced degree in one or more of International Development, Monitoring and Evaluation, Gender, Disability Inclusion, and/or equivalent professional experience

· 15+ years of relevant professional experience in contexts like Timor-Leste.

· Substantial senior program management experience and GEDSI-MEL expertise in Timor-Leste.

· Strong track record in Capacity Strengthening.

· Demonstrated ability to manage programs with a focus on improving performance and effectiveness.

· Experience in one or more sectors: community driven development, water, governance, decentralisation, basic infrastructure and/or roads.

· Exceptional interpersonal skills and proven experience in developing and maintaining relationships with senior partner government officials, donor representatives and other key stakeholders.

· Ability to manage large scale multi-disciplinary teams, ensuring team and program coherence.

· Exceptional cross cultural communication and writing skills, with demonstrated results in providing high-quality reporting.

· Working knowledge and experience with DFAT funded program management and policies.

· Good understanding of the development sector in Timor-Leste

· Tetum, Bahasa Indonesia or Portuguese language skills

Desirable

· Skills in developing capacity strengthening strategies and assessments.

· Experience in large program budget management
